The Dominion Energy Military Fellowship Program is a corporate internship which aligns with the Department of Defense SkillBridge program. SkillBridge authorization allows eligible servicemembers with command approval to participate in corporate internships as their place of duty up to 180 days prior to separation.

Servicemember Requirements

To enroll in a corporate internship while still on active duty, the servicemember must be able to meet eligibility compliance, and receive command approval. Once an internship offer has been extended, the servicemember may proceed in routing a completed program application for command awareness and approval. The internship cannot commence until you are 180 days or less from your separation date (i.e., EAOS, EAS).

  • Have met all instructional criteria outlined in DODI 1322.29, and relevant Service instructions

  • Obtain command approval to participate (i.e., signature required on Intern Application)

  • Provide final notification of command approval to the Employer



Dominion Energy has three (3) Military Fellowship positions for Electric Distribution Projects Designers.

These Electric Distribution Projects Designer positions will be filled at the level commensurate with the successful candidate’s education, experience, knowledge, skills and abilities. (Entry level - Projects Designer I, Mid-level - Projects Designer II, or Senior level - Projects Designer III)

One (1) position will be filled in each of the following locations: Herndon, VA; Richmond, VA; and Norfolk, VA.

This Military Fellowship work experience will have a targeted start date at the end of January 2022.

This Military Fellowship work experience may be up to 12 weeks in duration as agreed upon by the selected Service member and approved by their military command.

Job Description

The Electric Distribution Projects Designer role will independently serve as a point of contact for internal and external customers for installation of electric distribution facilities, including complex residential, residential subdivision, complex commercial, industrial, governmental reliability, and planning projects. The Projects Designer shall use technical knowledge, and customer service skills to secure site plans, load letters, and other relevant information to determine customer requirements. This work additionally includes project site visits, inspections and preparation of complex detailed drawings using ArcFM, AutoCad or other tools as required.

Through the use of project management skills, the Projects Designer shall independently maintain and organize a high volume of work assignments.


  • Facilitates or provides determination of material, time and cost estimates for the construction, maintenance and relocation of electric distribution facilities.

  • Utilizes work management system to manage work queue.

  • Prepares, negotiates and secures right of way permits, environmental permits, easement agreements, highway/railroad permits, underground electric service agreements, vault agreements, etc.

  • Reconciles construction as-builts to ensure mapping accuracy in GIS.

  • Provide “on-call” assistance during emergencies and storm restoration activities; includes travel to any location within Dominion Energy service territory for duration determined by Company. Expected to use electronic damage assessment tools to provide data for restoration analysis and customer communication.

  • Performs calculations and designs complex electric distribution facilities based on analysis of customer load requirements, company engineering standards and existing facilities.

  • Coordinates installation/relocation of other utilities (i.e. cable television, telephone, fiber, etc.).

  • Prepares billing authorities, revenue calculations, facilities charges, etc.

  • Manages material reservations. Interprets and communicates company policy and procedures, electric service requirements and project schedule to customers.

  • Conducts field assessment of electrical infrastructure for resource allocation and material needs and facilitates logistics for storm response.

Level of independence and complexity of assignments are based on level of position.

Required Knowledge, Skills, Abilities & Experience

Military Service Members with ranks from E4-E9, W1-CW5, or O3-O6 and the appropriate combination of education and related experience.

Preferred Experience:

  • Electric Distribution and/or Transmission Design Experience

  • Successful completion of CPD development program (current or past employees) or similar development program / experience (external candidates)

  • Directly Related Experience: Electric Distribution Design, Utility Design, Construction Design, Technical Design, General Electricity / Electrical experience, Customer Service

  • Additional Experience Preferred: Retail, Field Operations background, GIS/AutoCAD experience

  • Skills: verbal, written and interpersonal communication; strong computer skills; time management and organization; project management; math and technical aptitude

  • Abilities: effectively interact with customers; teaming; detail oriented; Physical attributes to perform essential function of the job: walking, climbing, stooping, bending and prolonged standing

  • Must have valid driver's license and be able to drive

Education Requirements

Bachelors or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education

Preferred Majors: Business, Construction Management, or Engineering Technology (or related discipline).

Electric Distribution Projects Designer I (entry level):

  • Bachelor’s degree and 0 -2 years of directly related experience; or

  • Associates degree and 2+ years of directly related experience; or

  • High School with 4+ years of directly related experience.

Electric Distribution Projects Designer II (mid-level):

  • Bachelor’s degree and 2+ years of directly related experience; or

  • Associates degree and 4+ years of directly related experience; or

  • High School with 6+ years of directly related experience.

Electric Distribution Projects Designer III (senior level):

  • Bachelor’s degree and 5+ years of directly related experience; or

  • Associates degree and 7+ years of directly related experience; or

  • High School with 9+ years of directly related experience; or

Licenses, Certifications, or Quals Description

  • Notary Public

  • Customer Projects Designer Development Program (or if external, similar training/experience)

  • Valid state driver's license

Work Schedule

Work schedules are to be determined by the hiring leader in agreement with the fellow.

  • Schedules should align with departments regular work schedule(s) and may include flex schedules.

  • Work hours should not exceed 40 hours per week or 80 hours per 2 weeks.

  • Military fellows should not work overtime hours unless previously arranged for developmental or special business purposes.
