Job Summary

This Engineer III position is within the Transmission Planning group of Electric Transmission which is responsible for working within the PJM Regional Transmission Expansion Planning (RTEP) process to assess and develop transmission expansion plans in order to ensure system reliability and to meet future customer demand as well as to ensure Dominion successfully defends the franchise during competitive Order 1000 open windows. Specifically, this Engineer III will be responsible for reliability power flow analysis, Order 1000 competitive open windows, as well as other special studies, analysis and area planning support.

Some specific duties of which the position will be involved in are:

  • Perform reliability power flow studies using PSSE and TARA software

  • Develop project proposals to be submitted for approval to PJM

  • Develop a long range Strategic Planning and Business Development plan for continual transmission expansion opportunities

  • Perform Stability studies using PSSE and SSAT (Small Signal Analysis Tool) software to ensure reliable operation of generation plants within the Dominion zone

  • Learn skill set on the job if not proficient

  • Perform Dominion studies/assessments in support of the PJM generation interconnection process

  • Support area planners in project development

  • Work within a Planning team to develop projects during Order 1000 competitive open windows

Required Knowledge, Skills, Abilities & Experience

Basic Qualification: 5 years transmission and/or power generation engineering experience.

  • 4+ years engineering experience with Phd or Master’s degree in engineering will also be considered.

  • General understanding of the Electric Transmission system

  • Previous experience with transmission system analysis using modeling software; such as Siemens’ PSSE /MUST, Powertech Lab’s SSAT, ASPEN Oneliner, PowerGem’s TARA software, or Transmission Operations Energy Management System(EMS)

  • Full knowledge of engineering theories and principles.

  • Skilled in use of advanced techniques and modification and extension of theories, precepts and practices of the field and related sciences and disciplines.

  • Strong leadership skills with proven ability to serve as team project lead.

  • Provide guidance to less experienced engineers.

  • Strong oral and written communication skills (includes technical writing).

  • Strong personal computer skills.

  • Ability to think analytically and solve complex problems.

  • Ability to interpret codes, regulations and practices.

  • In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.).

  • Equally effective working independently or in team environment.

  • Proven decision making skills.

  • Ability to process information quickly and effectively manage multiple tasks.

  • Strong planning, organizational and project management skills.

Education Requirements

  • BS in Electrical Engineering preferably with a minimum of 5 years engineering experience working in the Electric Utility Industry with that time working in Transmission System Operations, System Protection or Transmission Planning.

  • Minimum of 4 years engineering experience with Phd or Master’s degree in engineering will also be considered.

REQUIRED ENGINEERING CRITERIA: For placement of a candidate in the Engineer job series, the following criteria must be met: Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or Possess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or Holds or has previously held a valid U.S. Professional Engineer license.
