General Summary

GENERAL SUMMARY

This position performs a senior role in the Human Resources Department providing customer service, risk assessment and analytical support across the agency. This position provides guidance to organizations on compensation, benefits, HRIS, staffing, labor relations, employee relations, EEO, management training, and workforce development. This position develops and maintains processes, as well as analyzes complex human resources issues using advanced administrative and technical expertise to achieve agency and department strategies and objectives. Working independently this position is also responsible for multi-faceted and complex projects within specific HR functions. This position may also lead small to mid-sized projects, establishing deliverables and timelines and then monitoring for timely completion.

PRINCIPAL ACCOUNTABILITIES

This position provides direct support to both internal and external customers through use of advanced knowledge of Human Resource discipline(s), established Energy Northwest Procedures, guidelines, policy and applicable laws. This position provides support for a moderate to large customer base and/or for functions of significant size, scope and/or complexity. It functions independently very limited direction and assistance from specialists and/or supervision.

Leads special projects and studies. Makes decisions in multiple areas of diverse expertise. Works directly with other HR Specialists, Generalists or Professionals to develop programs and plans related to a wide variety of human resource areas.

Provides advanced day-to-day Human Resources support in some or all of the following areas: compensation, benefits, HRIS, staffing, labor relations, employee relations, EEO, management training and/or workforce development. Requires advanced knowledge and experience in multiple Human Resource discipline(s) as identified. This position will be a direct customer interface, and exercises discretion and judgment in resolving issues, recommending solutions and independently working to accommodate customer requests in a timely and consistent manner. This position is responsible to meet timelines and sees processes through from start to finish. This position is responsible for collecting and analyzing complex data and recommending mid-to-large scale process improvements.

The incumbent will perform assignments requiring the application of advanced principles, concepts, techniques and guidelines in various Human Resources disciplines. Makes decisions and provides advice to management, employees and union officials in regards to the areas listed. Tracks trends and developments in assigned departments and/or work groups. Conducts studies, performs research, prepares reports, analyzes results and makes decisions and/or recommendations.

Develops, runs, and analyzes complex reports.

Manages special projects and trains employees and supervision on various topics.

Internal Support: Provides direct support internally to Human Resource staff, supervision and associated Energy Northwest Leadership (including senior management). Leads various projects and supports overall Human Resource goals and objectives through daily activity and HR team interactions. Is responsible for CR/AR creation and timely response, ensuring use of historical data and ongoing action tracking. Oversees filing necessary to ensure all files are up to date. May act as area Safety coordinator.

Communications: Identifies, develops and independently initiates accurate communications verbally, written, and through presentations to internal and/or external customers to relay Human Resource data and information, in response to inquiry and for clarification purposes. Communication is part of daily activity and this position engages in it with well-developed diplomacy, tact and professionalism. Maintains strict confidentiality and data integrity.

Training: Develops and provides training either individually or as part of a team to the organization for compliance, soft-skills, and other related Human Resource information. Position initiates and serves as a key decision maker in the development and ongoing improvement to training curriculum.

May be required to support Emergency Response and Outage positions and/or provide concentrated support in one or more areas of Human Resources based on business needs.

REQUIRED EDUCATION AND EXPERIENCE

Requires a Bachelor's degree in Human Resources or related field from an accredited college or university and eight or more years of progressively responsible exempt or professional level HR experience in a Generalist capacity OR a high school diploma or GED and twelve years of progressively responsible exempt or professional level Human Resources experience, nine years of which were in a Generalist capacity.

DESIRED EDUCATION AND EXPERIENCE

Masters degree in Human Resources or related field from an accredited college or university.

Salary Range

Salary: $89,665 minimum to $112,081 midpoint, $134,497 career excellence

Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
