  • Sourcing/selection of suppliers, including contract terms negotiation

  • Cost reduction activities to improve company profitability

  • Continuous improvement initiatives

  • Spend analysis and reporting

  • Framework agreement formation and execution that require higher level use of Purchasing skills, concepts and negotiations

  • CAPEX purchases that require higher level use of Purchasing skills, concepts and negotiations

  • Projects requiring Purchasing supports, as developed or assigned

  • Ensures that project procurement requirements are understood and that procured products and services meet lead-time, price and quality requirements.

  • Reviews, approves purchases up to a specified dollar amount.

  • Develops and enhances mutually beneficial supply chain relationships to ensure timely and competitive quotes.

  • Engages and coordinates with line managers to implement appropriate commodity/supply strategies.

  • Participates as member of Cross Functional Teams (CFT) in supplier relationship activities such as selection, rationalization, development, performance measurement and recognition.

  • Performs spend and commodity analysis; assists with development of contract negotiation strategies.

  • Continues to develop business acumen, influencing skills and customer service with colleagues and customers.

  • Inputs and maintains relevant data in Purchasing information systems.

*Framatome is seeking a Buyer for it's Richland, WA location. * This position is responsible for ensuring that assigned materials, equipment and services are obtained at the lowest Total Cost Ownership (TCO) consistent with set of standards of quality, delivery and service. Assigned commodities could include general expense/services (GENEX), capital expenditure items/projects (CAPEX) and products/services that support our Fuel and related contract production operations.

The buyer’s activities include, but are not limited to:

  • Sourcing various purchase requirements, which can include those approved or potential for evaluation

  • Execution of purchase requirements into purchase orders, which may require additional authorization when exceeding delegated authority level

  • Developing purchase strategies for assigned commodities and project oriented assignments

  • Performing spend and commodity analysis for assigned commodities and project oriented assignments

  • Engaging and coordinating, with line managers, to implement various strategies

  • Supporting production procurement on assigned commodities, which can include price development, along with escalation matters with suppliers

  • Participates alone and/or with cross functional teams (CFT), on matters of supplier development, selection, relationship, performance and measurement, which can include interface with Framatome locations in France and Germany.

  • Negotiating price, terms and conditions that could be supported in a contract

  • Development, negotiation and execution of purchase contract framework agreement

  • Updating of key SAP data, such as pricing.

  • Buyer II: Bachelor’s degree in Business, Finance, Supply Chain Management or related discipline strongly preferred, or 5 years of related experience, in lieu of degree, PLUS 2-4 years of closely related experience.

  • Buyer III: Bachelor’s degree in Business, Finance, Supply Chain Management or related discipline strongly preferred, or 5 years of related experience, in lieu of degree, PLUS 5 years of closely related experience.

  • Experience in purchase areas of mechanical/fabrication commodities

  • Experience with CAPEX, project related and contract formation

  • Demonstrated knowledge of business objectives, strategies, purchasing policies, procedures and guidelines.

  • Fundamental knowledge of assigned organizational areas

  • Basic verbal and written communication skills

  • Ability to work effectively with all levels of staff, management, vendors and customers

  • Good PC-based application skills such as MS Office (Word, Excel, Project)

  • Strong problem identification and resolution skills

  • CPM and/or ISM certifications
