Primary Responsibilities:

  1. Develop a newly-formed organization to meet gas procurement objectives and manage the organization’s future success.

  2. Recruit, train and retain staff skilled in planning and procurement practices with in-depth knowledge of the supply resources available to the New England and Rhode Island marketplace. Ensure adequate training and personnel development planning and coordination. Undertake departmental goal setting and performance measurement. Ensure that department members understand and support natural gas business and direction of PPL RI.

  3. Manage the planning and contracting activities for the PPL RI natural gas portfolio including the development of procurement processes and policies in conformance with PPL Corporate and RIPUC approved policies.

  4. Maintain an advanced working knowledge of industry and regulatory developments affecting natural gas to explain same in response to internal and external inquiries. Anticipate potential impact of future market conditions, trends, and regulations; make associated recommendations; adopt and implement changes to procurement strategy when required.

  5. Develop and implement PPL RI’s strategic position; understand and explain relative competitive positions; recommend actions based on positions, strategies, and initiatives. Directs the formulation of strategic and tactical plans which support PPL RI’s overall strategic plans.

  6. Responsible for determining the transportation and supply acquisition strategy to provide adequate and reliable natural gas supply for the Rhode Island utility to include negotiation of gas supply, transportation, storage, and peaking (including LNG) contracts.

  7. Active management of supply, transportation, storage, and peaking (including LNG) and any asset management contracts to ensure they are executed and managed consistent with contract terms and conditions, reliability requirements, PPL Corporate objectives, and all applicable regulatory rules.

  8. In conjunction with Gas Forecasting and Gas Control and Dispatch, responsible for determining the annual, seasonal, monthly, and daily mix of assets needed to meet the Company’s regulated gas supply obligations and system pressure and flow needs. Accountable for the gas supply costs including testimony and technical support of regulatory filings to ensure full recovery of costs incurred.

  9. Assist in and ensure the coordination of all gas supply and system management strategies with internal groups to ensure support of long-term strategic plans and initiatives. Coordinate with operational areas to ensure that new projects are developed to adequately meet and support the distribution system’s supply, operational, pressure and flow requirements.

  10. Oversee the Customer Choice function to ensure conformance with established programs and tariff rules. Coordinate nominations, capacity allocation, monitoring, reporting, and other activities related to the Program. Develop and recommends strategies to support any needed modifications to the Customer Choice framework.

  11. Direct the analysis of regulations, filings, and testimony in matters related to gas supply and system management at both the State and Federal; oversees all affected regulatory issues; testifies as required; makes associated recommendations and acts upon them when required.

  12. Responsible for the development, implementation and support of gas hedging and procurement processes and strategies consistent with the regulatory policies and practices applicable to PPL RI.

Position Summary:

The Director of Gas Supply Planning position will be located in Rhode Island and will be responsible for the planning, contracting and energy procurement process for gas supply planning across the Rhode Island portfolio. The Director ensures supply and transportation agreements meet the Company's forecast load obligations in the most reliable and cost-effective manner.

The Director, Gas Supply Planning is responsible for leading the planning, contracting and commodity procurement process to meet the short- and long- term requirements of the PPL RI gas utility customers. In this role, the Director will manage the supply portfolio to ensure reliable least cost natural gas supplies for customers. The Director will establish and implement effective, reasonable processes to secure gas supply to meet load obligations consistent with internal guidelines, approved Rhode Island Public Utilities Commission and Division of Public Utilities and Carriers (RIPUC) procedures, guidelines, and regulations, and all other applicable rules and regulations. This individual will also prepare, support, and defend submissions to the RIPUC for gas cost recovery, rate approvals, Customer Choice activity, as well as policy changes and other regulatory activities at both the State and Federal levels, in conjunction with internal and external legal counsel.

Basic Qualifications:

  • Bachelor’s degree in business, accounting, finance, engineering, or science.

  • A minimum of ten years of in-depth gas industry experience specifically with New England natural gas markets and infrastructure.

  • Demonstrated leadership in recruitment, training and mentoring of gas supply planning personnel.

  • Thorough knowledge of developing and managing gas supply planning, and procurement functions, including but not limited to demand forecasting and supply, storage, and pipeline capacity acquisition.

  • Knowledge of regulatory proceedings, processes, and policies applicable to gas supply portfolio management and pricing, including experience as a witness in such proceedings.

  • Knowledge of energy commodity trading products and procurement, risk management practices, standards, and processes as well as energy trading and risk management systems and analytical tools.

  • Ability to effectively prioritize and manage commitments to ensure all projects are completed in a timely and accurate manner.

  • Excellent interpersonal and communication skills with the ability to build strong cross-organizational relationships, and build and maintain successful relationships across other industry sectors

  • Possess excellent working knowledge of Word and Excel applications.

  • Must have valid driver’s license.
