Black Hills Corporation Outage Coordinator I or Senior in Rapid City, South Dakota
SALARY RANGE: $71,900 - $111,880
Base salary is determined by the knowledge, skills and abilities of the applicant.

LOCATION: Rapid City, SD
Work closely with appropriate personnel to coordinate all planned and emergency outages and switching activities on Black Hills Corporation’s (BHC’s) transmission, generation, sub-transmission and distribution systems. Ensure outage coordination actions are performed safely and in accordance with Company procedures, prudent utility practices and applicable regulatory requirements.
REPORTING RELATIONSHIP: Outage Coordination Supervisor
ESSENTIAL JOB FUNCTIONS:
Coordinate planned transmission, generation, sub-transmission and distribution outages and switching between field personnel, system operators and operational support staff.
Verify and approve all switching and outage requests for planned and emergency events.
Prepare and maintain scheduling and work flow of activities.
Coordinate analysis determining the effect on system reliability.
Determine and ensure SCADA and facilities mapping is adequate for proposed switching.
Coordinate all applicable outage and switching requests with the operations engineer, neighboring utilities, and affected balancing authorities and transmission operators.
Schedule, lead and conduct department personnel morning tailgates for all pending daily activities.
Coordinate and consult with other entities/utilities to consolidate information and develop outage schedules which are satisfactory and mutually acceptable to all, considering the limitations imposed by maintenance personnel, equipment availability, weather, and system operating requirements.
Support Reliability Center in response and coordination of emergency outages as needed.
Administer, support, and serve as point of contact for Outage Application Solution (OAS) product.
Determine if proposed outage schedules will be approved or denied.
Ensure the reliability of the transmission, sub-transmission and distribution systems during planned and unplanned outages and switching.
Assist with complex switching orders as needed.
Coordinate with neighboring entities on all transmission, sub-transmission, generation and distribution outages and switching. Communicate all outage notifications as appropriate.
Maintain strict compliance with FERC, NERC and WECC standards and policies for system reliability.
Perform the function of the Reliability Center System Operator as needed to keep current with the day-to-day functions of the System Operators.
Provide operational support during large outages and emergency situations.
Other duties as assigned.
Establish and maintain excellent working relationship with transmission, sub-transmission, generation and distribution operations and support personnel and all Reliability Center support personnel.
Maintain effective working relationships with relay technicians, substation crew members, linemen, servicemen, construction crew members, communications technicians, plant operators, and all other persons involved with work on BHC’s transmission, sub-transmission and generation and distribution system.
Maintain positive working relationships with peer utilities.
Work closely with the GIS and operational support department to ensure maps and mapping display tools are maintained and up-to-date.
Interface with RMRG, PeakRC, WECC and other utility operations personnel as required.
- 2 years of experience as a System Operator required.
High school diploma or equivalent required.
Relevant two-year degree or equivalent experience preferred.
Knowledge of department switching procedures, system standard operating procedures and contingency operating practices for the system.
Knowledge of electrical theory, techniques, methods, tools and service territory in the industry.
Knowledge and understanding of high voltage electrical utility operations and equipment.
Knowledge of NERC and WECC regional procedures, government regulations, contractual agreements, operating policies and procedures, and equipment specifications.
Knowledge of BHC’s work management processes to help coordinate planned and unplanned events.
Excellent verbal, written, and interpersonal skills.
Ability to exercise good judgment and make sound decisions.
Strong computer skills, including proficiency with Microsoft Office and various web-based applications.
Ability to read electrical diagrams of substations, transmission lines and distribution lines for switching and general operations.
- Valid NERC System Operator Certification or ability to obtain NERC Certification within 8 months of employment.
Ability to work 12-hour rotating shifts.
Ability to cope and respond to stressful conditions.
