Directs the strategic goals, planning, implementation, and compliance related to enterprise-wide electric and natural gas residential, commercial, and industrial energy efficiency, demand side management programs and rate design. Represents the company to commissions and key stakeholders in matters related to energy efficiency, demand side management programs and rate design. Interface with company and business unit leadership regarding energy efficiency program effectiveness and enhancements and strategic planning of programs and rate design.
SALARY RANGE: $95,350 - $157,300 (Determined by the knowledge, skills and abilities of the applicant.)

LOCATION: This position may be located in Denver, Colorado or Rapid City, South Dakota.

ESSENTIAL JOB FUNCTIONS:
Lead development of strategic vison and plans for energy efficiency and demand side management including initiatives, programs and tariffs.
Build and maintain Black Hills image in energy efficiency and demand side management programs.
Direct electric and gas residential, commercial and industrial Energy Efficiency and Demand Side Management programs for all jurisdictions.
Lead state program managers and energy efficiency coordinators.
Testify as needed for plans in all associated states.
Coordinate/Facilitate stakeholder and intervener meetings as needed to fulfill settlement agreements.
Handle all RFP’s and 3rd party vendor engagement.
Partner with the internal load growth team to use all offerings across both fuel sources.
Update and advise state vice presidents on meaningful initiatives within their state.
Ensure the effectiveness of outreach campaigns and marketing efforts to increase energy efficiency awareness.
Partner with Utility Business Development and Marketing to improve the effectiveness of programs, budgets, and customer impact.
Coordinate and partner with Marketing and Communications to create and manage EE advertising, promotion, and operating budgets.
Lead research and analysis of industry policies and issues.
Maintain full understanding of federal and state regulatory outcomes, requirements and industry issues.
Work closely with industry and government representatives on energy efficiency and demand side management issues.
Lead the annual review of programs for design, implementation and beneficial changes that add to the overall effectiveness.
Ensure accuracy and timely filing of regulatory and compliance reports as well as regulatory approval of all Company proposals.
Review marketplace and utility peer program design and strategies, including program metrics and key performance indicators, and recommend strategic course corrections or enhancements to ensure goals are met and drive greater satisfaction of utility customers for programs.
Research and communicate interpretation of federal and state legislation, rates, rules, and terms and conditions of service; analyze impacts of proposed legislation and regulations that impact the Company.
Exercise management authority concerning staffing, development, performance appraisals, promotions, salary recommendations and terminations in accordance with the company policies and laws.

Minimum of five (5) years of regulatory, energy efficiency, or related experience.
Bachelor’s degree in Accounting, Business, Finance or Engineering a related field or an equivalent combination of education and experience.
Knowledge of energy policy and regulatory affairs processes across relevant jurisdictions.
Knowledge of national and local building codes and appliance standards and other energy efficiency leaders delivering sustainable energy products and services for commercial and industrial customers.
A solid understanding of energy efficiency equipment and practices—energy audit skills a plus.
Ability to understand and exercise excellent judgment in complex interrelated business issues.
Ability to maintain a complete knowledge of Black Hills Energy’s electric and gas tariff rates and regulations.
Excellent written and verbal communications with presentations and public speaking skills.
Excellent interpersonal and relationship building skills.
Strong project/team coordination skills; ability to multi-task and keep projects on track for successful delivery.
Ability to be a self-starter as well as a great teammate.
Excellent organizational skills.

Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.
Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel up to 15% (e.g., 3.5 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job and the employee must have proper licensing to operate a motor vehicle.
