We are seeking an experienced and strategic Director of Total Rewards to lead the Total Rewards department within our Human Resources function. This critical role will be responsible for developing and implementing a comprehensive Total Rewards strategy that aligns with our business strategies and supports our efforts to attract, retain, and motivate employees.

PAY RANGE: $161,800 - $267,000 (Determined by the knowledge, skills and abilities of the applicant.)

REPORTING RELATIONSHIP: Head of Human Resources

LOCATION: Corporate Headquarters in Rapid City, South Dakota

ESSENTIAL FUNCTIONS:

  • Develop and execute a Total Rewards strategy that includes compensation, (including salary structures, incentive plans and equity-based program), benefits, recognition and other rewards programs that enhance our employee value proposition and align with business and talent strategies.

  • Develop and manage the Total Rewards budget, ensuring cost-effectiveness while delivering competitive and attractive reward packages.

  • Develop regulatory strategy and lead the execution of regulatory applications/rate reviews for all HR functions in partnership with the Company’s Regulatory function and internal HR subject matter experts. Serve as the subject matter expert on HR topics in conjunction with regulatory proceedings.

  • Ensure all compensation and benefits programs comply with applicable laws and regulations and work closely with the internal audit and finance teams to ensure appropriate internal controls are established, followed, and functioning appropriately to minimize risk to the organization.

  • Oversee the selection and management of benefits programs, including health, wellness, retirement, and other employee benefits. Work with benefit providers and consultants to optimize offerings while managing costs effectively.

  • Partner with senior executive management, consultants, and the independent consultant to prepare and present to the Compensation Committee of the Board of Directors on the Company's competitive total compensation package. Research and prepare executive compensation and benefits materials for presentation to the Compensation Committee of the Board of Directors.

  • Lead base pay and incentive design for the organization. Work with internal partners (executive leadership, finance, payroll, legal, etc.) to ensure that various compensation plans and programs are managed and communicated effectively. Ensure alignment of incentive/reward elements with culture, strategy, and operational imperatives.

  • Direct the annual compensation planning cycles which include survey completion and analysis, market trend analysis, salary forecasting and budgeting, and the development of annual base pay programs, incentive plans and other recognition and variable pay programs.

  • Ensure the availability of reliable, timely compensation market data to support recommendations for offers, adjustments, and other pay actions. Utilize data insights to assess the effectiveness of Total Rewards programs and make data-driven recommendations to enhance the employee experience and organizational performance.

  • Ensure compliance with all applicable state, federal and ERISA laws regarding benefit plan design, operations, and communications. Proactively manage compliance obligations and regulatory changes impacting benefits plans and practices, partnering with in-house counsel, internal and external auditors, carriers, actuary, and broker. Provide management support to standing committees charged with benefit plan oversight.

ADDITIONAL RESPONSIBILITIES:

  • Support the head of HR and management in all acquisition related efforts including due diligence, review of plan documents, integration and communications.

  • Lead a high-performing Total Rewards team and provide guidance, coaching and development opportunities to team members.

  • Develop and manage effective working relationships with benefit program vendors and advisors to support effective governance and administration, including vendor payment and reconciliation processes.

QUALIFICATIONS:

  • Bachelor’s Degree in a business-related field with an emphasis in Human Resources, Accounting, Analytics, or Statistics required.

  • Minimum of ten years within the Human Resources field, and/or HCM consulting roles or related areas and some leadership and management experience required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Executive compensation experience (LTI and variable) preferred or beneficial including Compensation Committee meeting support and participation.

  • Experience in a publicly held organization at corporate/division headquarters level a plus.

  • Experience with compensation plans tied to collective bargaining agreements a plus.

  • Some Human Resources generalist experience and/or exposure to labor relations would be beneficial, but not required.

  • Professional designation or certification beneficial.

  • In-depth knowledge of compensation practices in the utilities, energy, or related industries, including compensation theories, plan design, executive compensation, cash compensation, merit programs, incentive/variable compensation and equity programs.

  • Ability to influence and develop strong partnerships and working relationships with multiple stakeholders including executives, managers, peers and the broader employee population.

  • Strong financial acumen.

  • Excellent written and oral communication skills, including presentation skills and the ability to quickly establish rapport and credibility with company executive team, leadership and compensation committee.

  • Strong, hands-on project management skills. Ability to synthesize and communicate complex issues to various constituencies and stakeholders.

  • Strong leadership and team building skills.
