Overview

The Vice President, Information Systems & Facilities leads a division of three distinct functions: information technology, information governance, and facilities. The Information Technology department provides a robust, reliable information technology environment to meet business needs in a responsive and cost-effective manner (including desktop and server hardware and software, office and custom business applications, telecommunications devices, networks and services, cyber security and business continuity capabilities and system architectures). The Information Governance department oversees data management and efficient recordkeeping in alignment with state and federal law. The Facilities department is responsible for our corporate facilities and support services, including building and fleet management.

The Vice President, Information Systems & Facilities serves as a member of the senior leadership team who collaboratively executes ElectriCities’ strategic plan to achieve organizational objectives by balancing the needs of key stakeholders – members, employees, governing boards, etc. – and exercising sound judgement and risk management to effectively operate the business.

Responsibilities

  • Plans and provides data, software, voice, and computing resources.

  • Provides leadership, professional guidance, and technical direction to members of the division, reinforcing a team approach by soliciting input from team members at all levels within the organization.

  • Develops members of the division, including planning for succession.

  • Designs and implements the corporate technical strategy and architecture, effectively aligning with the goals of the company.

  • Develops divisional budgets and business plans and deploys resources accordingly.

  • Maintains current knowledge of technological advancements and trends, offering expert guidance to management, ensuring the effective and efficient use of information systems and services across the organization while maximizing technological resources.

  • Consults with and advises executive and senior leadership with respect to information technology, recommending modification, changes and/or additions to assure state-of-the-art information systems, information technology, and communications technology.

  • Oversees the planning, implementation, and management of data, application, and voice network infrastructure in coordination with senior leadership. This includes determining labor requirements, projects costs, and project management associated with:

  • Establishing, modifying, and monitoring all computer related policies, standards, and procedures.

  • Designing and implementing cyber security policies inclusive of frameworks, strategies and procedures.

  • Promoting and implementing effective technical contract services programs and other member technology services

  • Ensuring proper technical capability for compliance with federal and state laws.

  • Reviewing recent laws enacted that impact technology in the workplace and advising executive and senior leadership about potential impacts.

  • Oversees the development, testing, and ongoing maintenance of the business continuity plan (BCP). The plan is created and updated by a BCP team that includes members from all business units across the company. The Vice President leads this initiative, with IT playing an active role in the process.

  • Ac ts as a liaison between the IT/Facilities division, employees and senior leadership, possessing strong communication skills to interact appropriately with audiences of varying levels of technical knowledge.

  • Maintains a working knowledge and understanding of ElectriCities operations in order to best respond to needs and priorities.

  • Recognizes the municipalities as the ultimate recipients of services provided by ElectriCities. Thus, upon request, provides resources and support to appropriate technical initiatives/projects that benefit our cities/customers.

  • Leads the Facilities team to include: maintenance of the corporate offices, management of our corporate vehicle fleet, corporate property and liability insurance policies, purchasing, and mail and copy services.

  • Oversee the Information Governance team, ensuring adherence to industry regulations and best practices for data privacy, retention, and accessibility across the organization.

  • Performs other related duties as assigned.

The Vice President, Information Systems & Facilities works under the general guidance of the Chief Financial Officer who provides broad objectives for the Vice President. The Chief Financial Officer reviews the Vice President's performance periodically in terms of overall effectiveness and provides professional and administrative guidance. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Physical Requirements

The Vice President, Information Systems & Facilities must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboard, and other peripheral equipment. Periodic travel within the state and nationally may be required for member support, networking and/or development purposes.

Qualifications

  • A bachelor's degree in computer science, engineering, business, or mathematics or an equivalent combination of education and experience

  • 8+ years of information technology experience, including 4+ years in an executive or senior management capacity

  • Prior experience in data governance and facilities management preferred.

  • Sound business management and leadership skills

  • Strong understanding of key information technology disciplines, including network architecture design and implementation, structured design, programming concepts, and database technology is required.

  • Knowledgeable in audit and cybersecurity/control review techniques, systems development methodology, and information systems planning and management, with strong project management skills. Familiarity with the application development lifecycle is also required.

  • The ability to communicate clearly and concisely, both in written and verbal form, with all levels of management and outside sources.

  • The ability to work independently with minimum supervision, as well as supervise many people working on various projects.
