Position Summary

It is expected and preferred that this position be based in one of our Duke Energy office locations in eastern NC. However, the hiring manager may elect to fill this position with a highly qualified individual in the Charlotte, NC region.

The position manages the regional work performed by third party land services consulting firms for the Natural Gas Business Unit. The Sr Land Representative oversees the third-party land services consulting firms’ execution of the acquisition and disposal of land rights supporting Duke Energy’s Piedmont Natural Gas utility operations across North and South Carolina. The scope of work for this position includes directing and supervising the consultant’s role related to the following: records research, survey, permitting, plat review, fee property acquisition, easement acquisitions and releases, land lease negotiations, relocation reimbursements, construction support, support for legal litigation and protection against legal claims, and rights in perpetuity to access/ rebuild/improve transmission and distribution natural gas assets. The role provides strategic direction to a team of third party right of way acquisition agents, contributes to the setting of clear objectives and standards, and provides the challenge and motivation to achieve results and to continuously improve. The Sr Land Representative provides, support, guidance, and subject matter expertise for third party land service consultants including land agents, administrative personnel, supervisors and project managers. The position supports the company’s efforts in safety, complies with company safety practices and procedures, fostering a focus on safety with the consultants, contributing to the success of the corporate safety goals.

Responsibilities

  • Directs a productive, motivated and safe work force of contract labor through effective resource management and compliance with safety policies and procedures.

  • Plans, organizes, monitors and manages work of professional contingent workers.

  • Maintains high level of work productivity and safety by ensuring third party land service companies and contingent workers meet quality and safety standards.

  • Develops and is responsible for the land budget and third-party land service company performance on the project.

  • Maintain visibility of the work being performed within the region to address responsiveness and satisfaction of the Business Partners and customers.

  • Directs efforts to overcome issues associated with verifying/acquiring the legal right to install transmission and distribution assets on private and government properties.

  • Provide oversight to consultants to verify that land transactions are being processed correctly for acquisitions, disposals, easements, etc..

  • Establish and maintain effective working relationships within the Natural Gas Business Unit.

  • Mediates and coordinates the resolution of problems in the acquisition and disposition of real estate interests.

  • Works closely with internal and external customers, and serves as a resource to Land Agents in resolving issues within established schedule and budget to provide timely construction of company facilities and efficient utilization of company resources.

  • Interfaces with vendors and government agencies as needed to resolve open issues.

  • Serves as a key relationship contact for the internal groups supported by Land Services for project issues and process improvements.

  • Interfaces with Legal Department personnel on matters relating to real estate law, property title questions, and commission and/or court testimony related to projects for which he/she is responsible.

  • Utilizes role as subject matter expert in real estate to provide best practices in the protection and utilization of Company assets.

  • Remain abreast of current best practices, regulations, and laws relating to all Land Services functions.

  • Reviews information disseminated by Legal and Tax Departments, State Boards, etc., on changes to various real estate, tax, safety, and environmental laws and codes and ensures compliance by subordinates. Recommends changes or revisions to laws/regulations when appropriate.

  • Stays abreast of current real estate market conditions via interfaces with various local, regional, and national real estate professionals, e.g., appraisers, attorneys, negotiators, brokers, real estate managers external to Duke Energy

Working Conditions

Required Qualifications

  • Associates degree in Business, Real Estate, or Finance

  • In addition to required degree, 5 Years right of way acquisition experience

Preferred Qualifications

  • Five (5) or more years of experience in supervising people on easement acquisition projects

  • Bachelors Degree

  • Demonstrated strong communication capabilities, particularly with senior management and external to the organization

  • Some natural gas infrastructure experience

  • Strong presentation skills

  • Business and finance knowledge

  • Demonstrated capability in receiving high-level objectives, critical issues, new concepts or policy matters and transforming them into executable plans

  • Ability to provide strong leadership to, consultants, contractors, customers and other internal and external entities

  • Highly effective strategic thinking, analytical problem solving, and decision making ability

  • Proven ability to function in a matrix driven environment with ability to provide alignment of customer needs

  • Demonstrated ability to multi-task effectively while maintaining focus on priorities, along with exercising flexibility

  • Demonstrated leadership and collaboration skills to effectively work with all levels of leadership to individual contributor level to achieve positive outcomes

  • Demonstrated ability to develop, understand, and translate business plans, objectives, and strategies effectively to peers, customers, and other support teams and organizations

  • Ability to develop consensus among multiple parties with varying interests

  • Technical expertise of distribution system

  • Proven ability to lead multiple projects and resources simultaneously
