Note: Any operations center in the Carolina's can be considered, with preference for a Carolinas' East location e.g., Raleigh, Wilmington, Durham.

Position Summary

This posting is for the Highway Relocation Program Manager for Carolinas East. The purpose of the Highway Relocation Process is to provide guidance and support for Power Grid Operations (PGO) Carolinas for relocating facilities in conflict with road improvement and other infrastructure projects. The program ensures compliance with federal codes, state, city and county rules, policies and regulations, and ensures PGO is eligible for reimbursement where possible. This program manager position is critical to the overall success of the program.

The ideal candidate will possess strong interpersonal skills, will have the ability to develop a deep understanding of program financials, and will have the desire to take initiative to solve complex challenges. This role requires excellent communication both up and across a large organization, a customer-focused mindset, and a proactive approach to problem solving.

This position is classified as hybrid (2-3 days in the office per week) and the successful candidate must be located in the Duke Energy Carolinas footprint. Ideally, the candidate will be located in Carolinas East (east of Greensboro), but other locations in the Carolinas footprint may also be considered.

Responsibilities

  • Key responsibilities include partnering with various internal and external stakeholders, such as state Level DOT staff, Asset Design at the zone level, Transmission project management and PCS support staff, Finance and members of distribution PCS groups, Land services and research support, internal Duke Energy legal and General Counsel, veg management, resource planners and schedulers, and the Program Management Specialists supporting the highway program.

  • This position engages with the DOT execution team to ensure the annual budget for the highway program is adequate to support the needs of the agency, and to ensure the internal support staff is in place for project success.

  • This role oversees the east portfolio which has an annual gross spend of approximately $30M and includes the responsibility for reimbursement from those agencies. The program manager ensures timely billing for necessary cost recovery.

  • The program manager also has responsibility for reviewing the relocation proposals, the cost estimates, and the relocation designs to ensure the proposals meet or exceeds the terms and conditions of the utility agreements, and are in full compliance with Federal Codes, General Statutes, and local Ordinances of the authorizing agencies. This individual is also responsible to recover delinquent invoices from the Agencies.

  • The program manager regularly deals with unexpected issues, takes initiative to develop solutions, and gain alignment with both internal and external stakeholders

  • Critical skills include but are not limited to strong project management ability and experience, critical thinking, problem solving, decision making, professional communication, project planning, risk management, leadership, relationship management, and project oversight.

Required/Basic Qualifications

  • Bachelor's degree

  • 5 plus years related work experience

  • In lieu of Bachelor's degree(s) AND 5 plus year(s) related work experience listed above, High School/GED AND 9 plus year(s) related work experience

Desired Qualifications

  • Bachelor's degree in Business Administration or Engineering

  • Master's degree in Business Administration or Project management

  • In addition to desired degree, 8 plus years related work experience

  • Project Management Professional and/or Professional Engineer

Additional Preferred Qualifications

  • Proficient to demonstrated Expertise in Project Management, Decision Making, Critical Thinking, and Problem Solving

  • Project related work experience; Risk Management, Project Leadership, Strong Collaboration, Oversight

  • Utility Business Unit Experience as determined by BU ranging from Regulated or Commercial energy services experience

  • Construction Management knowledge

  • Proficient to Expert in project related Scheduling, Cost Controls

Working Conditions

  • Hybrid Mobility Classification – Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable daily commute to a Duke Energy facility.
