  • Develop, implement, maintain and manage a Strategic Economic Development Marketing & Business Plan for ElectriCities and the two Power Agencies that addresses the members’ needs for consumer-oriented, competitive programs in economic development and retention programs, services in retail and commercial development and services in commercial and industrial marketing and strategic load growth initiatives. This includes development of data, statistics and publications, which portray the economic potential of the State.

  • Develop, implement and manage identification of prospective industries thru various avenues including, but not limited to, industry targeted trade shows, mission trips with the State of North Carolina, Regional Partnerships, Counties and members.

  • Serve as initial contact for potential industries and businesses considering new location or expansion; shows sites and arranges meetings with local offices; and research land and coordinates contacts with the property owner(s). Develop and prepare proposal packages for prospects/clients to include data on labor, county wages, demographics, utilities, retail sales, building permits, etc. Coordinate and plan public meetings with County officials, State of North Carolina, and members.

  • Educate staff and municipal elected officials on the benefits of marketing, economic development, customer retention, retail/commercial development and recruitment and provide an awareness of the consumer programs and services which can be made available to them.

  • Provide for the direction to each member in regards to the preparation for (including budgeting resources) and initiation of (development/implementation) Economic Development programs and services that expand and diversify jobs and tax base.

  • Engineer consent among the multiple stakeholders in each member community by researching the needs, designing plans and programs, implementing and evaluating performance of those programs so that the communities are making educated and informed decisions.

  • Create, produce, and manage marketing materials including advertising, publicity and education materials necessary for implementation of local economic development, retail/commercial development and customer retention programs and services.

  • Develop, analyze, implement and manage the Customize City Project program with Strategic Communications as a source of funding for the members to take advantage of in-house expertise to market their community. This involves marketing collateral, websites, videos, billboards, etc. Advise and notify the members of the program on a yearly basis.

  • Develop, analyze, implement and manage an aggressive integrated direct marketing campaign to communicate with industrial and retail/commercial prospects and clients of available buildings and greenfield sites.

  • Analyze, develop, implement and manage a generation process consisting of print advertising, direct mail, telemarketing (outbound/inbound), marketing research, confirmation communications, relocation packages, confirmation calls, site visits, and follow up communications.

  • Engineer, lead and manage the creation / implementation of economic development attraction strategies. Conduct market research to identify target industries and companies for direct mail projects and recruitment programs and efforts. This will result in the generation of new leads to be benchmarked for economic development and retail/commercial development.

  • Conduct site/building presentations to prospects in coordination with local, regional, and state economic developers, city/town managers, chambers of commerce and other staff as appropriate.

  • Develop and maintain effective close working relationships with allied organizations including Site Selection Consultants, Real Estate Consultants both domestic and international, North Carolina Department of Commerce, Economic Development Partnership of NC (EDPNC), Regional Partnerships, Chambers of Commerce and local developers.

  • Conduct workshops for the cities/towns, Dept of Commerce and local developers to enhance their knowledge in reference to territorial assistance, expansion/retention opportunities, marketing the community and incentive policies.

  • Analyze, direct and manage all grant opportunities for the cities when they come available and directing and managing the grant writing process.

  • Develop, implement and manage the Smart Communities Grant Program where the members are eligible to receive matching grants of up to $5,000 for Economic Development related projects.

  • Develop, implement and manage the Downtown Revitalization Grant Program where the members are eligible to receive a $10,000 grant for Economic Development related downtown projects.

  • Through innovated leadership, insure the cities are at the forefront of economic development initiatives.

  • Set goals and objectives for implementation; plan, track and manage multiple projects; and interpret data.

  • Follow up, measure, and monitor the effectiveness of economic development and customer retention programs, services and marketing efforts to make recommendations for adjustments to enhance and improve their effectiveness.

  • Supervise the economic development staff as well as the consultant staff. Foster an environment of teamwork in order to effectively coordinate with other ElectriCities departments and personnel in the development of programs and services for ElectriCities’ members.

  • Provide counsel and advice to senior management staff and to the CEO and COO on matters related to economic development in relationship to the success of ElectriCities.

  • Develop, implement and manage the economic development budget. Maintain accountability for and work within approved budget and work plan.

  • Perform other duties as may be assigned


The successful candidate will possess the following:

  • Bachelor’s degree in Business Administration, Marketing, or another suitable field.

  • A minimum of ten years of related experience in Marketing, preferably in a utility environment. Completion of the Basic Economic Development Course is required.

  • Experience in the development and implementation of marketing, economic development and customer retention plans, programs, and strategies; promotional literature and advertising programs; and market research and analysis.

  • The ability to work with the governing boards and the staff of member municipalities, local, regional, and state economic development organizations and boards, existing commercial/industrial customers and be willing to accept responsibility.

  • The leadership, political, and communication skills that will motivate people from a wide variety of backgrounds in a positive, friendly manner.

  • The ability to motivate to create a sense of mission and service to the members.

  • Strong, demonstrated negotiation skills with both internal and external groups.

  • The ability to communicate clearly and concisely in written and verbal form with subordinates, associates, and those contacts external to the division and to ElectriCities.
