Position Title: JT&S Specialist

Division : Corporate Relations, within the Job Training and Safety Department

Summary Description: The Job Training & Safety (JT&S) Specialist has a passion for safety programs that are building a brighter future for rural North Carolina. This individual will create and nurture strong relationships with external partners, industry colleagues, and our 26 electric distribution cooperatives throughout the state. The selected candidate will report to the Director of Job Training & Safety, and support programs that offer electric cooperative-specific solutions for distribution cooperative safety programs and line workers. The ideal candidate is dedicated to safety and prepared to assist electric cooperatives in creating a safety culture and compliance with Federal and State regulations.

Academic and Trade Qualifications: Must be a high school graduate. Certified Loss Control Professional (CLCP), Certified Utility Safety Professional (CUSP), Flagger/Work zone Instructor, and First Aid/CPR Instructor designation desired. Two years of college preferred. Successful experience in lieu of education will be considered

Work Experience: 5-7 years related experience required. Must have experience administering a safety program, including planning, presenting, teaching and instructing. Experience in curriculum planning, budgeting, directing programs and evaluating results required. Experience in the rural electrification program desired. Familiarity with electric power transmission and distribution line construction and maintenance, and prior journeyman lineman experience is desirable.

Responsibilities:

  • Develop safety and training programs for North Carolina’s electric cooperatives and their employees.

  • Develop and supervise assigned safety schools and workshops.

  • Visit cooperatives to conduct inspections for RESAP re-qualifications, conduct safety meetings as required, and consult within agreed upon safety parameters.

  • Assist cooperatives as requested in storm restoration locally and out of state.

  • Perform other duties as assigned.

Job Knowledge: Must have working knowledge of the safety codes, standards, and regulations (National Electric Safety Code, RUS Specifications, American National Standards Institute Standards and Occupational Safety & Health Administration Regulations, NCDOL, NCDOT, Federal Motor Carrier Safety Administration) as they affect the electric power industry, and be knowledgeable of the trends and developments in the industry as they relate to safety and line work. Should possess a working knowledge of safe work practices and procedures in the electric utility industry, especially in transmission and distribution applications. Should have a basic knowledge of instructional technique and program planning. Successful completion of the OSHA 30 hr. class is desirable.

Abilities and Skills: Skilled in effectively collaborating with employees and gaining acceptance of required safety practices and procedures. Must be self-motivated and able to work independently. The ability to use sound judgement, be proactive and contribute to strategic thinking is required. Must be able to communicate effectively, both orally and in writing, from staff level to executive management. Must be organized and possess outstanding time management skills. Must have a valid (North Carolina) driver's license, or equivalent. Proficiency in Microsoft 365 Office Suite.

Relationships and Contacts:

  • Reports directly to Director of JT&S

  • Collaborates with NC’s electric cooperatives to coordinate and manage meetings and specific safety requirements.

  • Will work with line employees, office staff and management.

Working Conditions: Required travel time is 80% with 20% of time being spent in the office. An office in the home is necessary. May be called upon nights or weekends to assist with emergency operations for EMCs experiencing severe weather conditions.
