Portland General Electric Transmission & Distribution Underground Civil Standards Engineer in Portland, Oregon

Job Family Summary: Performs engineering work in planning, operations, construction, or maintenance environments. Plans, designs, and estimates time and cost, and oversees construction and maintenance of structures, facilities, systems and components. Develops and applies engineering principles, standards and procedures. Applies principles, standards and procedures to create cost-effective design. Provides engineering support and consultation and ensures adherence to industry standards, codes and regulations.

Professional Path:

Entry Level –

  • Performs first-tier professional level assignments that require theoretical knowledge and application of principles and concepts

  • Solves recurring problems by applying advanced knowledge

  • Operates independently but also receives ongoing guidance and direction from others

Associate Level –

  • Requires expanded professional-level knowledge and experience in own area; incumbents continue to acquire higher-level knowledge and skills

  • Expands on high-level knowledge of the company, processes and customers

  • Solves a range of more complex problems

  • Analyzes possible solutions using advanced knowledge and applying protocols

  • Operates independently and receives only a moderate level of guidance and direction

Responsibility Summary:

Entry Level –

  • Develops applied professional engineering knowledge of transmission and design standards, including overhead/underground distribution design, construction practices and materials, design tools, techniques, regulatory requirements and applicable state and federal codes.

  • Contributes to engineering solutions that meet technical requirements, all applicable codes, regulatory requirements and follow sound engineering practice.

  • Assists more experienced engineers with overhead or underground material and equipment specifications.

  • Assists with standards review meetings and obtaining input and technical data from various technical stakeholders, assists with developing, revising and implementing underground material and equipment specifications.

  • Provides engineering support to senior engineers T&D engineering and construction Standards projects.

  • Assists with training designers and field technicians on new T&D standards.

Associate Level –

  • Applies knowledge of transmission and design standards, including overhead/underground distribution design, construction practices and materials, design tools, techniques, regulatory requirements and applicable state and federal codes.

  • Develops engineering solutions that meet technical requirements, all applicable codes, regulatory requirements and follow sound engineering practice

  • Completes a range of overhead or underground material and equipment specifications. Updates existing standards and work practices.

  • Revises and implements underground material and equipment specifications, participates in standards review meetings and obtains input and technical data from various technical stakeholders.

  • Provides engineering expertise to T&D standards projects with complex design, construction, operation, maintenance or testing elements in support of engineering and construction needs; contributes to capital budget and job estimates.

  • Trains designers, field technicians and less experienced colleagues on new T&D standards.

Education & Experience Requirements:

  • Requires a bachelor’s degree in electrical, mechanical or civil engineering or related field from an ABET-accredited engineering program or program accredited by an equivalent agency.

  • Entry Level Experience - Typically two or fewer years in engineering.

  • Associate Level Experience - Typically two or more years in engineering.

Desired Qualifications:

  • Previous experience as a Civil Standards Engineer

  • Civil Engineering Degree

  • Demonstrated ability to be naturally inquisitive with a desire to learn
