Portland General Electric Senior Manager, Power Operations Risk Management in Portland, Oregon

Senior Manager, Power Operations Risk Management

We are looking for a Senior Manager over our newly formed organization Power Operations Risk Management focused on maturing PGE's enterprise risk management and compliance practices. You would be responsible for enterprise risk management and credit risk management, identify and analyze potential sources of loss to minimize risk, estimate the potential financial consequences of incurring a loss and develop and implement controls and cost-effective approaches to minimize the organization's risks. You would also assess and communicate information regarding business risks with functions across the organization, and manage the approval and maintenance of vendor/counterparty credit arrangements.

  • Power Operations Risk Management Strategy and Governance Determines department’s long-term strategy; establishes policies, goals and performance standards for the department; develops department scorecard; leads committee meetings (e.g., Risk Management Committee, Power Supply Committee) that review trading risk and power operations; develops procedures for and ensures compliance with applicable government regulations and internal and external policies and procedures (e.g., FERC, NERC, SEC, OPUC, U.S. Customs & Canadian National Energy Board); interprets emerging regulatory issues and implements appropriate controls; ensures the Energy Risk Management policies and procedures are strictly followed and suggests improvements to ensure compliance with best practices.

  • Power Operations Risk Management Operations Manages a professional staff that supports PGE’s Power Operations (i.e., power and gas trading) and that forecasts net variable power costs (NVPC) for recovery via retail rates; prepares NVPC testimony and supports cost recovery in filings with the Oregon Public Utility Commission; determines ways to ensure PGE’s power operations risk and rewards are properly balanced; manages implementation of new software programs (e.g., Energy Trading Risk Management).

  • Risk Management Reporting & Control Manages financial risk analysis and development of merchant trading position reports, ensuring PGE’s position reports and risk metrics represent “best practices” and reflects PGE’s specific risk environment; manages power cost analysis, variance analysis, forecasting (short-term), ad-hoc analysis, power cost accounting, and Sarbanes-Oxley (SOX) accounting and control requirements; ensures all power cost accounting and regulatory reporting on merchant energy costs is correct and properly reported in SEC/FERC filings; manages confirmation/settlement/billing of merchant energy transactions.

  • Wholesale Credit Manages the credit exposure of PGE’s merchant energy trading portfolio; ensures counterparties to contracts are credit worthy; negotiates credit terms and conditions; supports the credit side of Request for Proposals (RFPs); manages preparation of daily credit position reports and determination of collateral payments/collections; protects PGE against losses resulting from credit risk.

  • Wholesale Power Contracts Manages PGE’s long-term wholesale power contracts; negotiates enabling agreements to ensure PGE traders have access to a liquid trading market; optimizes the value of the long-term power contracts; settles contract disputes.

  • Functional Leadership Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multi-dimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.

  • Financial Management Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans.

  • Resourcing Oversees workforce planning and resource strategy across multiple departments, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments.

  • Professional Development Determines organizational development needs in line with business needs and strategic direction of departments; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved.

Our ideal candidate will have:

Education/Experience/Certifications Education

Requires a bachelor’s degree in accounting, finance, business administration or other related field or equivalent experience.


Typically 12 or more years in accounting, finance, financial analysis or related field. Management experience preferred. Certifications, Licenses and Training Certified Public Accountant (CPA) preferred. MBA preferred.
