Summary

The Senior Grant Procurement Specialist will provide specialized Federal grant procurement expertise in support of PGE's grant procurement policy and procedure development, sourcing and contracting with sub-recipients and third parties, and monitoring contract compliance in accordance with federal procurement requirements and special terms and conditions as required by each of the federal grant awards.

In this role you will:

  • Handle compliance with Grant contractual provisions, operationalizing PGE internal processes for Grant work: Including, but not limited to, procurement templates, RFP and contract language, report and process adherence validation, Made in America/Buy America - Contractual validation, Verification process for China and other restricted countries, vendor verification against sam.gov and additional Third Party Risk validation - contractual/subs, subcontract management – Contractual, Sub recipient sub-contractor compliance - Transactional controls/ Monthly invoicing checking, Special terms and conditions - Contractual

  • Use your expertise with federal government and grant sourcing and purchasing, maintenance of documentation on appropriate level of Federal Acquisition Regulation appropriate for grant documentation, approval of manufacturing pre-orders and coordination with purchasing to ensure material needs for projects.

  • Provide oversight of lead time and industry constraints, inventory strategies that support Grant standards or guidelines, coordination with internal Grant Team reporting, in addition to establishing standards internally for reporting and program startup and closer procedures, and reconciliation of materials and reporting to grant proposal team.

  • Preparing for Davis-Bacon Compliance - Weekly frequency: Review wage determination, Incorporate Davis-Bacon Provisions, Maintain accurate records of Timesheets, Calculate and track Fringe Benefits, Monitor compliance, Employee interviews and spot-checking, Davis-Bacon Apprenticeship Program Compliance requirements

Responsibilities

  • Sourcing Opportunities and Purchasing Strategy Identifies sourcing initiatives through historical spend data analysis; calculates baseline spend and savings estimates for sourcing initiatives; executes sourcing initiatives following prescribed framework for conducting strategic sourcing activities; designs, develops, implements and refines strategic category plans for the most complex spend categories; leverages industry experience and necessary stakeholders to drive for process improvement and cost savings for a sustainable and efficient source-to-pay process.

  • Inventory Control May manage overall inventory procurement; may proactively anticipate stakeholder needs and plan and oversee purchasing activities; may troubleshoot and resolve complex or unusual issues. Implement and maintain overall tracking and distribution methodologies for supplies and inventory.

  • Purchasing Activities Drives the procurement process for the most complex spend categories in compliance with PGE procurement guidelines; anticipates and validates business needs and develops requests for proposals and information and qualifications from suppliers; determines best method for procurement; negotiates pricing and obtains best value; complies with all legal requirements and regulatory deadlines; keeps key stakeholder groups informed and engaged throughout the strategic sourcing activity for assigned sourcing category.

  • Identification of Procurement Needs and Collaboration Facilitates collaborative stakeholder relationships; develops and maintains subject matter expertise in the assigned spend categories; communicates, educates and obtains support for the most complex strategic sourcing initiatives and processes from key stakeholders throughout the company; determines procurement needs; creates time lines for procurement and drafts bids and proposals; ensures timely delivery of goods and services.

  • Solicitation Process Administration Manages the overall contracting process with strategic providers of goods and services; develops requirements, conducts supplier outreach, evaluates proposals and selects and negotiates with suppliers; maintains knowledge of industry developments and opportunities.

  • Contract Management Executes contracts with key suppliers; ensures required terms and conditions are included; tracks and manages contract termination dates; manages key supplier relationships; monitors and measures performance relative to contract terms and conditions, service level agreements (SLAs) and key performance indicators.

Qualifications

Required:

  • Education Requires a bachelor’s degree in supply chain management, business, finance or other related field or equivalent experience.

  • Typically eight or more years in supply chain, category management/strategic sourcing or related field.

Valid driver’s license required

Preferred:

  • Experience with federal grants, federal government contracting and federal supplier qualification.

  • Experience with RFP, federal evaluation, award criteria and federal contracting.

  • Experience with Federal grant management including enforcing 2 CFR 200 requirements.

  • Davis-Bacon Compliance experience

  • Advanced knowledge of inventory control practices and systems (depending on area of specialization)

  • Advanced knowledge of contracting and procurement methods, standards, procedures and processes

  • Advanced knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate bids, contractor responsibility and contractor performance

  • Advanced skills in formulating sourcing strategies that accomplish performance and savings goals, anticipate potential threats or opportunities and are consistent with company goals and policies

  • Advanced skills in negotiating contracts for goods and services

  • Intermediate computer skills using Microsoft applications (Word, Excel, PowerPoint) and enterprise resource- planning systems and record systems (e.g., PeopleSoft, SharePoint, eRecords)

Compensation Range:

$101,925.00 - $169,875.00
