R2090 - Quality Assurance Program Manager

Job Function

The Quality Assurance Program Manager is a critical role to maintaining PGE’s standards for cost, quality, and reliability in providing service to our customers. This position serves as a subject matter expert to operational units (Generation, Substations, Supply Chain, Transmission & Distribution, Planning, Security, and others) in their duty to comply with relevant laws, regulations, and internal standards and procedures.

Specifically, the Quality Assurance Program Manager is responsible for developing, planning, and executing risk-based supplier and internal quality assessments to assure compliance with PGE’s policies, procedures, and standards, while providing functional consulting, training, and orientation to PGE staff in the concepts of Quality Management Systems (QMS).

Further, this position is responsible for maintaining, executing, and improving PGE’s Quality Assurance Program (QAP) for PGE’s decommissioned Trojan nuclear facility, reporting to the Corporate Executive responsible for Trojan. This includes internal and external audits, maintaining the Approved Supplier List and compliance with laws, regulations, policies, procedures, and standards.

Key Responsibilities

  • Compliance Program Management: Leads development of overall FERC compliance strategy and related policies, programs, and standards. Determines/approves programs and initiatives to ensure all corporate systems are compliant and to incorporate new applicable regulatory requirements.

  • Controls Framework Assessment: Ensures framework is aligned to corporate objectives. Identifies compliance controls for all relevant operational areas and develops plans to monitor them. Identifies control gaps. Implements process improvements to remediate gaps.

  • Regulatory Docket Management: Develops strategic approach to meeting overall filing obligations. Leads PGE participation in applicable FERC/NERC open meetings, technical conferences and regional meetings as required. May represent PGE at conferences or regional events.

  • Investigation: Develops and implements overall framework and architecture to track, research and resolve potential instances of noncompliance, including leading investigations. Analyzes or reviews results and documents conclusions and remediation plans. Recommends changes to corporate compliance strategy.

  • Analysis and Implementation: Leads research and impact analysis of new regulations. Convenes subject matter experts and senior management, including officers, to address implementation challenges and aligns implementation to strategic corporate objectives. Benchmarks with other utilities and establishes best practices for new standards and regulations.

  • Consultation and Outreach: Serves as a regional expert in the field. Analyzes published FERC/NERC enforcement actions and other regulatory developments and their impact to overall PGE operations. Develops and delivers internal/external presentations and other communications. Provides subject matter expertise to operating units, officers and senior leadership and other team members.

  • Audit and Enforcement Management: Oversees planning and execution of PGE’s participation in regulatory enforcement actions, such as self- certifications, audits and external investigations. Aligns and prioritizes activities to strategic objectives. Leads all discussions with external regulators. Consults with officer leadership to develop PGE’s overall strategy to respond to regulatory enforcement actions.


  • Requires a bachelor’s degree in finance, computer science, engineering, business, technical field or other related field or equivalent experience. Master’s degree in technical field preferred.

  • Typically, 12 or more years in compliance, including at least four (4) or more years in QMS or QA related areas.

  • Experience in development and execution of quality activities such as reviewing documents, inspections and/or performing supplier quality reviews and assessments/audits is preferred.

  • Experience in FERC/NERC or relevant operational organization is preferred.

  • NERC certification is preferred.

  • QA auditor certification or evidence of QA qualification preferred and will be encouraged within one to two years of obtaining the position.

  • Requires a valid Driver’s License and the ability to travel both domestically and internationally.

Competencies (Knowledge, Skills & Abilities

  • Advanced knowledge of nuclear, procurement, operational and/or other subspecialty auditing and consulting practices leading to expert level.

  • Advanced knowledge of internal control over quality reporting frameworks and testing methods leading to expert level.

  • Expert knowledge of regulatory compliance best practices

  • Expert knowledge of relevant regulations and reliability standards

  • Advanced skills in compliance, including managing controls, identifying gaps and recommending remediation

  • Advanced knowledge of data analytic tools and techniques.

  • Intermediate knowledge of risk management principles.

Physical and Cognitive Demands

Cognitive Level:

Substantial: Consistent use of logic or scientific thinking to define problems, collect information, establish facts and draw valid conclusions (for example, coordination and communications with PGE engineering, substations and plant managers, etc. Also, performing on-site assessment at suppliers location and PGE sites).

  • Ability to report to work and perform work during periods of severe inclement weather.

  • Ability to consistently meet attendance standards for regular, reliable, predictable, full-time attendance.
