Portland General Electric Project Manager – T&D or Generation Construction in Portland, Oregon

Summary

Project Management, Construction at PGE uses one scalable project management methodology to manage various types of construction projects from new construction to major capital upgrades through the engineering procurement, construction, and commissioning phases of the project.  It requires working with large teams of subject matter experts and coordinating their activities from cradle to grave through schedules, forecasts, meetings, and reporting.

Our Enterprise Project & Environmental Office includes Project Management, Program Management, Construction Management and Project Controls.

This position is for a Project Manager that manages large scale transmission, substation, distribution, or generation projects. Our team is well recognized across PGE for our ability to lead challenging projects on time and on budget!

*This position is open to both a Senior/p4 Project Manager or a Staff/p3 level. The level will be determine based on the successful applicant’s qualification, experience, and demonstrated skills during the interview process. See determining qualifications below.

Key Responsibilities

  • Manages medium- to large-scale transmission and distribution (T&D) or generation capital construction activities. Includes new, upgrade and replacement capital projects.

  • Work with internal and external resources to meet project goals.

  • Serves as project manager with responsibility for meeting project goals for safety, budget, schedule, scope, resources, compliance and quality and ensuring projects deliver quality and value to the customer while meeting environmental, cultural and community requirements.

  • Has responsibility for all aspects of a project, including development, permitting, engineering, procurement, construction, commissioning and closeout.

  • Works with project team to develop Requests for Proposals (RFPs) including technical specifications, required schedule. Leads team through the evaluation of bids.

  • Works with Project Controls to develop and maintain project schedule and forecast.

  • Identifies important and critical cost and schedule issues or concerns to project work groups and leads the resolution.

  • Monitors and tracks project activities to timely identify variances from baselines and takes appropriate corrective actions.

  • Communicates project updates via regular stakeholder meetings, SharePoint updates, formal reports, formal presentations and regular electronic communications; ensures updates achieve effective corporate awareness.

  • Resolves customer issues as applicable.

  • Leads a multidiscipline matrix team in a safe, cost-effective and responsible manner.

  • Provides leadership to team members; ensures effective coordination and collaboration among team members and between PGE stakeholder organizations, outside consultants and vendors.

  • Facilitates team meetings; cultivates and reinforces group values, norms and behaviors; provides guidance and motivation to team on performance and productivity issues; ensures compliance with established project management methodologies and standards; takes corrective action as needed.

  • Represents and protects PGE’s interests in negotiations with government agencies, utilities and property owners and during public meetings. Meets with and keeps agencies and local officials abreast of project status.

Qualifications

Required, Senior level - p4:

  • Education: Requires a bachelor’s degree in engineering, business or a related field or equivalent experience.

  • Experience: Eight or more years of experience in project management, construction management or engineering. Experience in utility environment preferred.

  • Certification: PMP certification preferred.

  • Valid Driver’s License required

Required, Staff level - p3:

  • Education: Requires a bachelor’s degree in engineering, business or a related field or equivalent experience.

  • Experience: Five or more years of experience in project management, construction management or engineering.

  • Valid Driver’s License required

Preferred

  • Advanced knowledge and skill in the application of project management principles including risk management, scope control, project communications, and PMBOK.

  • Advanced knowledge of the principles, concepts and methods used in generation, transmission, and/or distribution engineering, construction and maintenance.

  • Advanced knowledge of utility accounting, procurement and budgeting.

  • Knowledge and skill in the application of project management principles, processes and best practices.

  • Advanced knowledge of the methods used in T&D engineering, construction and maintenance.

  • Advanced knowledge of construction estimating, project risk management, project scope control and project communication management.

  • Advanced knowledge of budget and resource forecasting principles and methods.

  • Advanced knowledge of utility infrastructure.

  • Advanced knowledge of utility accounting, procurement and budgeting.

  • Advanced knowledge of procurement and contract administration.

  • Advanced knowledge of and skill in using Word, PowerPoint and SharePoint.

  • Working knowledge of applicable policies, rules, regulations and codes in the utility engineering field.

Schedule/Attendance:

Ability to work long hours. Ability to work a variable schedule. Ability to report to work and perform work during periods of severe inclement weather. Ability to consistently meet attendance standards for regular, reliable, predictable, full-time attendance.

Physical Capabilities:

  • Driving/travel/commute: Daily within service territory - Frequently (at least once a week or more)

  • Driving/travel/commute: Overnight inside/outside the service territory - Occasionally (one to two times a month or less)

  • Computer use (use computer regularly for entire work shift)

  • Lifting/pushing/pulling: Up to 10 lbs.

Compensation Range:

$96,300.00 - $189,875.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
