Manager, Design Project Management
In this leadership role, the manager will be overseeing design projects which includes developing expectations for the project to ensure it's completed in compliance with our design and construction standards and on schedule with municipality partners. This involves developing design deliverables, identifying long lead time materials are acquired, as well as scheduling the construction for each phase of the project. The manager will be responsible to build strong partnership with both internal and external stakeholders throughout the project lifecycle. In this role you provide transmission and distribution project management expertise with construction designs and customer connections. You'll serve as the primary liaison from first contact to final closing on projects.

Manages a team of approximately 12 design project managers, designers and/or design technicians responsible for providing electrical distribution and transmission designs for line crews to install electrical services that meet the customer’s requirements;
Provides technical management for the team, ensuring that objectives are met and all relevant standards/procedures are followed;
Ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose.
Manage and grow relationship with municipalities partners to execute projects both on-time and on-budget.
Design Project Management Oversight:
Oversees design project management, including engineering, inspection, construction and cost-control activities;
Ensures production of timely, effective, reliable and workable construction designs and customer connections.
Ensures design packages are technically sound, adhere to tariffs, provide cost savings and provide design safety for both customer and PGE.
Ensures consistent application of PGE work practices, standards and rules; monitors and improves internal procedures and processes by partnering with other PGE functional organizations to meet asset management objectives and customer needs.
Ensures contract projects are completed on time and within agreed-to terms and conditions.
Develops and manages operating budgets, team goals and scorecard to measure bottom-line results.
Strategy Planning and Implementation:
Develops and implements policies and strategic plans for pole management services which includes joint use with other electric utilities, telecommunications companies, wireless communications, businesses and municipalities; analyzes and evaluates complex utility issues, including emerging issues and trends, and develops specific strategies to minimize risks, advance PGE’s agendas and enhance PGE’s relationships with municipalities.
Manages customer expectations, obligations and relationships and tariffs;
Builds customer relations through jobsite visits; routinely communicates with customers/stakeholders to resolve issues or questions regarding design projects; uses relationships and contacts to expedite the flow of customer information, meet customer needs and improve overall satisfaction with PGE.
Ensures design project managers demonstrate expertise, individual initiative and customer responsiveness.
Provides expert consulting in specialty area to management and other departments.
Works with other departmental managers to address design issues, review and recommend potential changes to tariff or rule interpretations and coordinate on the application of work practices.
Represents PGE with key external constituencies, including government agencies, and participates in local associations and industry groups.
Ensures that project planning, work practices and processes provide for the safety of PGE, contractor and customer personnel.
Provides leadership and coordination during storm repair as assigned; works with area line manager, Dispatch and their respective staffs to quickly and effectively respond during outage situations.
Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.
Oversees resourcing decisions and planning for team;
Partners with HR in the definition of jobs, recruitment, evaluation and selection processes.
Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team;
Provides guidance in the creation of development plans;
Monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.
Education: Requires a bachelor’s degree in engineering technology, project management, design or other related field or equivalent experience.
Experience: Prefer eight or more years in transmission and distribution design or a related field; project management or supervisory experience preferred.

Advanced knowledge of PGE tariff, rules, policies and practices (i.e., PGE engineering standards, current accounting system, current franchise agreements, Electric Service Requirements book, etc.).
Advanced knowledge of all aspects of line department operations; design; PGE transmission and distribution systems, rules and regulations; and applicable codes relating to electrical service and/or lighting delivery (e.g., NEC, NESC).
Advanced knowledge of PUC and FCC regulations pertaining to pole standards.
Advanced knowledge of Service and Design policies and procedures.
Advanced knowledge of overhead, underground, transmission and construction principles.
Advanced knowledge of corporate software tools used in Design and Engineering Department.
