Portland General Electric Local Government Affairs Manager - Washington and Multnomah Counties in Portland, Oregon

PGE is currently recruiting for a Local Government Affairs Manager for two positions: Multnomah County and Washington County. Each position is also responsible for all cities inside each county.

Department summary:

Local Government Affairs Develops and maintains relationships with local and regional government to ensure PGE's interests are represented both at the policy-making and Right of Way permitting levels. Educates the business about laws and regulations impacting the organization in areas such as climate goals, transportation electrification, street light schedules, and potential partnership opportunities. Manage franchise agreements and right-of-way ordinances throughout their terms, including extensions, to ensure business and customer interests are protected.

Key Responsibilities:

Collaboration and Relationship Building

Develops overall relationship strategy with local and regional governments. Builds and maintains relationships with local government, business and community leaders. Participates in and represents PGE in committees, boards and commissions and attends community events.

Policy

Proactively analyzes and reviews regional or local energy, climate, and utility-related issues and develops and implements strategies to minimize risks and advance company goals in partnership with local governments. Develops, recommends and implements options for solving problems. Negotiates franchise renewals. Collaborates with others to ensure right-of-way access. Represents PGE’s interests to local and regional government officials to influence policies, taxes, fees and potential partnership agreements. Collaborates with others on team to ensure cohesive approach to regional and local matters.

Project Advancement and Permitting

Works across the business to support internal understanding of local government policies and advises on how to achieve company development and permitting outcomes in light of the local political and policy landscape; Supports the business on challenging permitting issues.

Consultation and Support

Helps design, implement and maintain departmental procedures to ensure timely and accurate information support to management on public policy issues. Supports and advises other departments on sponsorships and contributions.

Other

Recruits, trains and coordinates employees to engage in community or governmental organizations. Promotes and facilitates adoption of PGE products and services. Serves as a subject matter expert to other departments and executives on local or regional candidates or measures. Serves as a resource and subject matter expert to other employees.

Education/Experience/Certifications

Requires a bachelor’s degree in political science, environmental science, business or other related field (depending on area of specialization) or equivalent experience. Master’s degree in public policy or related field preferred.

Typically, eight or more years in public policy, or related field in area(s) of specialty. Work experience in a legislative environment (e.g., local government ) a plus.
