About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organization (T&D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s5 million customer accounts.

Position Overview:

The Sr. Land Services Agent reports to the Government Lands Manager within the Real Properties organization of the Transmission and Distribution (T&D) group. The Agent manages SCE's real property rights in connection with easements, Special Use Permits, leases, licenses, consents, encroachments and relocation requests. This position works closely with T&D, Environmental Health and Safety, Major Projects Organization,), Law and other departments to ensure SCE's right of way corridors are managed incompliance with Company and Federal, State and Tribal policies. This position represents the company as a primary contact in property management and/or transactions involving right of way rights and projects. Participates in and may direct the development, negotiation, and administration of contracts/agreements involving right-of-way, land use, and easements of Company-owned real property assets and rights. Negotiates amendments to contracts/agreements as required.

Typical Responsibilities:

  • Represents the Company as a primary contact with government agencies managing public lands.

  • Meets with agencies, develops plans for work and is the primary lands contact person with these agencies.

  • Makes decisions as to matters affecting projects and SCE’s relationships with various agencies.

  • Participates in and directs the development, negotiation, and administration of contracts/agreements involving right-of-way, land use, and easements. Submits new applications, renews existing permits, directs payments to be made on new and existing permits, terminate permits and generally makes sure company is in compliance with permits.

  • Participants on capital projects and makes recommendations as to substation site and transmission line route selection during the site selection process.

  • Makes decisions affecting agency wide rights of ways.

  • Interprets contract provisions and resolves land rights issues having moderate to major impact.

  • Works with various groups within SCE (CEHS, MPO, T&D, Law, RP&A) for the successful implementation of projects having moderate to major impacts.

  • Attends /leads/directs team meetings, makes recommendations and carry out the needed action with the governmental agencies.

  • Obtains Record of Decision, Notice to Proceeds, Variances and other permits for major projects.

  • Establishes and maintains positive working relationships with clients, customers and representatives of governmental agencies as well as corporate managers, supervisory and non-supervisory personnel.

  • Conducts quarterly meetings with agencies and SCE personnel.

  • Participates in property rights and feasibility studies as well as reviews and analyzes potential impact of local, state, and federal regulation decision on SCE facilities.

  • Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhancecustomer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.

  • Must demonstrate effective communication skills, both orally and in writing.

  • Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation

Qualifications

Minimal Qualifications:

  • Three (3) or more years’ experience as a point of contact with government agencies to develop project plans.

  • A valid U.S. driver’s license.

  • Two (2) or more years’ experience reviewing maps, including land plots or any type of land development plan

  • Three (3) or more years’ experience with right-of-way negotiations

  • Experience using Microsoft Word and MS PowerPoint

Preferred Qualifications:

  • Experience working with Federal, State and Tribal agencies acquiring land use authorizations.

  • Must have three or more years’ experience with encroachments, leases, licenses, permits, and consents for third party development.

  • Experience using SAP
