Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T&D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.
The Senior Advisor, Quality Assurance resides in SCE’s Vegetation Management Compliance and Support Department and reports directly to the Compliance and Support Senior Manager. The primary purpose of this position is to lead quality program efforts to ensure the Vegetation Management Program complies with internal processes, and governmental regulations and standards such as NERC Reliability Standard FAC-003-4, CPUC GO 95 Rule 35/37, Public Resource Codes 4292/4293 and other relevant California Fire regulations.
The overall focus of the Senior Advisor, Quality Assurance is quality program development and implementation within the vegetation management organization. As a Senior Compliance Auditor, you will be actively involved in the development and implementation of a risk-based vegetation management quality program to ensure that T&D maintains compliant with all internal program and external regulatory requirements.
You are expected to understand the risk-ranking methodologies and operations of vegetation work and how vegetation management practices are integrated with other operation activities at SCE.
Lead development of Vegetation Management (VM) quality procedures, quality manual documents, quality reporting, and serves as Subject Matter Expert for VM quality program implementation.
Lead responsibility for responding to all CPUC and intervener data requests for current and future Grid Safety and Resiliency Program (GS&RP), General Rate Case (GRC), SB901 Wildfires or other filings that are related to VM work.
Lead development and implementation of the VM corrective action and performance improvement process and manage resolution of any identified observations/findings from internal or external audits.
Lead responsibility for ensuring VM program compliance to internal program and external regulatory requirements.
Perform internal audits/assessments to ensure VM personnel and VM contractors engaged in all facets of vegetation work such as pre-inspection, pruning, and Quality Control are complying with all applicable program and regulatory requirements.
Determine additional training requirements based on identified conditions from internal or external audits/assessments.
Work with peers in Energy Regulation Compliance Program (ERCP), E&C and other SCE quality organizations to determine the impact of new compliance regulations.
Ensures ERCP annual document reviews are performed as required.
Assess VM processes for efficiency and effectiveness.
Work with VM principal manager, senior managers, managers, senior specialists and other VM personnel to develop comprehensive plans for emerging and changing compliance requirements required to be implemented for vegetation work across the entire SCE service territory.
Drive quality program plans and schedules to ensure key goals are met.
Promptly manage missed milestones and escalate as required.
Work with operations personnel to analyze benchmarking data and new technologies and industry standards for integration into VM programs.
Ten (10) years’ of experience in organizational programs, or developing quality programs policies or procedures.
Five (5) years’ of experience performing performance-based and compliance-based audits in a heavily regulated environment.
Current or prior certification as an ISO9001 lead assessor (or equivalent lead auditor certification).
Bachelor’s degree in science, engineering or business.
Experience interpreting new standards/regulatory requirements and implementing such requirements into program documents.
Two (2) years’ of experience with Corrective Action Program development and implementation.
Two (2) years’ experience working with Vegetation Management Codes and Standards such as NERC Standard FAC-003, GO95 Rule 35/37, Public Resource Codes 4292 & 4293.
Strong verbal and written Communication skills.
Demonstrated Excellent Teamwork / collaboration skills.
Experience working in a highly demanding and fast paced work environment.
Experience working under a heavily regulated and audited environment.
Experience working under a Quality Management System.
Proficient with Microsoft Office Word, Excel and Power Point.
