About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position overview

This position is expected to understand the operations of impacted business lines within T&D. The individual will work with Program Leads/Program Managers (Managers, Senior Managers and Principle managers), IT Project managers, and matrix teams consisting of managers and employees in T&D, Information Technology, Operational Services, Generation, Human Resources, Ethics and Compliance (E&C), and Law to manage the development, implementation, and operation of select new and existing Programs, and technical solutions for SCE’s compliance with NERC CIP, CPUC, FERC, and WECC requirements.

The overall focus for this position is T&D specific compliance activity. This position will be actively involved as regulations and requirements change to ensure that T&D maintains compliance, mitigates risk, and ensures appropriate and specific controls are in place. This role will also be instrumental in facilitating and/or participating in relevant audits and investigations and ensuring self-certifications are maintained accordingly.

Typical Responsibilities:

  • Lead compliance Programs as needed for T&D, including developing and implementing effective Program structures.

  • Provide select coordination support to central E&C and T&D Program Owners for complex programs, as requested:

  • As needed, act as interface among T&D Business Lines (BLs) and E&C and coordinate with other Program Owners

  • Coordinate/facilitate support as requested by T&D business line

  • Cover all compliance areas (e.g., NERC CIP, CPUC, FERC, records management)

  • Project manage complex implementations; help Program Owners within T&D coordinate milestones (e.g., WECC audit, complex IT implementation).

  • Work with Compliance Program Owners and Program Managers within E&C, T&D, Generation and IT to develop comprehensive plans for emerging and changing compliance requirements that impact multiple business lines and/or multiple Organizational Unites.

  • Drive Program plan and schedule to ensure key compliance enforcement dates are met.

  • Promptly manage missed milestones and escalate as required.

  • Lead development of select compliance procedures with responsibilities across T&D BLs and coordinate input from BLs for E&C procedures, Bulk Electric System (BES) definition filings, survey responses, compliance reports, etc.


Minimum Qualifications

  • Seven or more years of experience in organizational programs, contract management, and/or project management.

  • Knowledge of NERC (CIP and/or O&P), WECC and/or CPUC regulatory requirements

Desired Qualifications

  • Bachelor’s degree in engineering, business, or information technology.

  • Project Management Certification.

  • Knowledge of regulatory requirements including FERC, CPUC, and CAISO requirements

  • Ability to lead or participate on cross-functional teams.

  • Teamwork and collaboration skills.

  • Broad operational & organizational understanding of T&D, Generation or IT.

  • Project management skills and experience managing complex projects.

  • Influence and negotiation skills.


  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
