About T&D:

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position overview

The Automation/Commissioning Technical Specialist 4 will provide technical support to the Substation, Construction and Maintenance (SC&M) organization, on capital projects related to Human Machine Interface (HMI), Process Logic Controllers (PLCs), Remote Terminal Units (RTU), Alarm Annunciators, and miscellaneous Substation Automation equipment (SAS, SA2, SA3). The Technical Specialist 4 will be recognized as the subject matter expert, internal to SCE and external within the industry. This person will support all of SCE territory, approximately 900 substations and 14 switching centers.

Responsibilities may include:

  • Providing strategic leadership and guidance to the SC&M organization and cross-functional teams in developing and implementing value added short- and long-term activities including:

  • protection equipment reports

  • cost effective corrective action plans and recommendations

  • equipment failure risk assessments

  • technology assessments

  • technical support and training to substation electricians, test technicians, and test contractors in a lab environment and on-site

  • capital project support for the SC&M organization by deploying systems or programs that add value and effectively meet the project’s needs.

  • Perform system tests prior to energizing to validate that work was performed correctly, ensure secondary wiring/connections are correct, monitoring equipment/controls operate correctly. Perform testing on protection systems, apparatus automation equipment, circuit breaker operation, and validate automation systems using HMI (graphical user interface). Check the turnover package and check sheets to ensure and validate that all the contactor testing is complete prior to turning over to SCE.

  • Involved in the day-to-day support of automated substations. Primary contact that provides technical support to SC&M's Substation Test Technicians and Test Contractors on automation/commissioning problems. Provide support to SCE Test Technicians in the field on Automation Equipment issues. Liaison between Engineering and Test Techs in the field. Provide support for parallel testing on automated equipment. Support for Human Machine Interface – the system that controls the circuit breakers, shows status of equipment and alarms, and sends information to the remote switching stations via a modem.

  • Support for Programmable Logic Controllers to regulate the system through if/then programming of the controls, voltage levels, capacitors, and controls system restoration. PLC monitors the voltage levels, and adjusts Load Tap Changers (LTCs) and Voltage Regulators to raise, lower or maintain system voltage.

Qualifications

Minimum qualifications:

  • Must have at least 8 years of experience working with the following: DFR’s (Digital Fault Recorders), PLC’s (Programmable logic controllers), Annunciators, and/or SAS (Substation Automation System).

  • Must possess a valid U.S. driver’s license.

Desired qualifications:

  • Experience as a Test Supervising Technician (TST).

  • Experience with communication protocols such as: Modbus Plus, DNP 3.0, UCA II or 61850, Modbus TCP/IP Ethernet.

  • Experience with ASE test set, Protest, Doble DTA, and concept.

  • Bachelor’s Degree in Engineering or an equivalent combination of education, training, and experience.

  • Demonstrated experience presenting to SC&M management and staff high-level documentation and recommendations (based on analysis) for maintenance and test practices involving substation apparatus for use in making corrective actions.

  • Developing new and revised policies and procedures.

  • Demonstrated experience with programing, commissioning and testing Substation Automation Equipment such as HMI, PLC, Substation Gateway, Alarm Annunciator, RTU etc. for automation systems in support of substation capital projects. Provide direction for testing requirements for Substation Automation Systems to SCE & Contract Test, Engineering, Construction, and Maintenance groups. Perform QA/QC testing on contractor work.

  • Demonstrated experience documenting and presenting critical technical information for use in making corrective actions, policies and procedures. Implement NCR Process on Major Automation Equipment. Review the NCRs and provide permanent corrective actions. Actively involved in Cross-functional Teams such as Substation Automation Team, FAT, etc. and strategize work productivity and cost-savings by NCR reduction. Develop/revise policies for testing and commissioning new systems and technology.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties

  • Position will require 30% traveling and being out in the field throughout the SCE service territory.
