About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 15 million residents via SCE’s 5 million customer accounts.

Position Overview:

The Regulatory and Affairs Advisor will be in the Regulatory Governance & Compliance team within Transmission & Distribution Organization, Design Support Unit. This position will be a direct report under the Regulatory and Governance Compliance Senior Manager in Design Support. This position will be responsible for leading medium to large projects that involve work assignments such as research, developing responses/processes/procedures on planned and ad hoc projects that involve financial, regulatory, policy, and technical issues of varying degrees along with supporting the Senior Advisor(s). This position will providing high- level consultation on an as needed basis. This employee will also manage resolution of design related elevated complaints, on an as needed basis, received through SCE Consumer Affairs, CPUC, and Design Departments/employees. This position on occasion also provides direction and oversight to Technical Specialist team member position on an as needed on an as needed basis. The process development and support provided by this position will involve the potential for strategic decision making for the department, business unit, and company. This position will work closely with various organizations on leading medium to large projects that involve work assignments such as research, developing responses/processes/procedures on planned and ad hoc projects that involve financial, regulatory, compliance, policy, and technical issues.This position will provide high- level consultation on an as needed basis. This employee will also manage resolution of design related elevated complaints, on an as needed basis, received through SCE Consumer Affairs, California Public Utility Commission (CPUC), and Design Departments.

Typical Responsibilities will include:

  • Subject Matter Expert - Serve as tariff, technical and process resource for planning personnel who request assistance in resolving a variety of Day-to-Day working issues pertaining to tariffs, compliance, financial, policy and technical issues.

  • Project Management – Identify resources as well as develop, implement, and monitor project plans which are related to electrical distribution tariffs, pricing and other related processes. Each project will result in the development, deletion, or revision of a process which will be distributed system-wide primarily to the Planning organization as well as construction and maintenance, Filed Accounting Organization, and other SCE departments as required.

  • Project Lead – Provide direction to cross functional teams comprised of employees ranging from Designers to Senior Management to resolve issues. Efforts as project lead will result in the development, deletion, or revision of existing electrical distribution design and pricing processes. Team lead back-up in the absence of the Technical Support Manager.

  • Process Development and Maintenance – Writes, revises, deletes, pilots, rolls out, and gathers feedback regarding processes which may or may not have a pre-established existence or resolution prior to project start.

  • Process Consultant – Acts in a consultant capacity by interacting with all levels of management to provide recommendations, identify and discuss best practices, business impacts and risks related to electrical distribution design and pricing processes.

  • Perform other duties and responsibilities as assigned.

Qualifications

Minimum Qualifications:

  • Seven or more years of experience working with regulatory utility rules and rates (Tariffs)

Desired Qualifications :

  • B.A. in Engineering, Business, or a related technical discipline.

  • Project Management Professional (PMP) Certification.

  • 3 years of project management experience.

  • Experience in the Distribution Planning, which encompasses the use of tariff rules, rates, and application

  • Demonstrated experience in establishing and monitoring process performance objectives/measures.

  • 5 years of experience in regulatory tariff and compliance matters.

  • Deals with ambiguity, change, and adapts appropriately to different situations.

  • Demonstrated experience managing and mitigating risks and issues.

  • Demonstrated experience managing cross-functional projects.

  • Demonstrated experience collaborating and interacting with Sr. Management in order to gain stakeholer buy-in.

  • Must have excellent communication (written and verbal), interpersonal, and presentation skills.

  • Strong interpersonal skills with proven record of effective collaboration and cross-functional alignment.

  • Proven leadership experience.

  • Demonstrated experience using Microsoft Word, Excel, PowerPoint, Access, Visio, and Project.

  • Demonstrated ability to follow Edison safety protocols and safe work practices.

Comments

  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • The primary work location for this position is Pomona Village 3.

  • Position will require up to 40% traveling and being out in the field throughout the SCE service territory.15% overnight travel as needed.
