Overall Purpose:

Responsible for participation on project teams, systems analysis, configuration, integration, and enhancement activities, as well as related maintenance and support. Involved on multiple projects, some of which may be complex in nature. Also responsible for mentoring of other junior team members to ensure business continuity.

Job Responsibilities:

  • Participating in project planning sessions with clients, business analysts, and team members to analyze requirements and provide design recommendations in both waterfall and agile methodologies. Defining and developing the project scope of multiple projects with assistance from the project team. Assessing/developing recommendations for buy vs. build decisions.

  • Light software development and SQL DB work, mostly centered on integration between vendor solutions and production troubleshooting.

  • Directing third parties (vendors and consultants) assisting DLC in developing solutions.

  • Coordinating with cross-functional teams (e.g. IT applications, IT infrastructure, IT telecom, Customer Service etc.) to develop plans and implement end-to-end solutions.

  • Supporting the development of third party applications and custom integration solutions including major enhancements and interfaces. Responsible for writing specifications.

  • Serving as a project lead on application projects, including financial and project management for small to medium sized projects.

  • Serving as a technical lead for medium to large sized projects managed by DLC PMO.

  • Skillful at task-switching, and supporting multiple applications/projects at a time.

  • Providing day-to-day guidance and mentoring for junior team members.

  • Translating business and technical requirements into cross-functional business application systems and business processes. Acting as an industry class expert in a particular technical discipline.

  • Providing testing support or coordinating testing activities with in-house quality assurance teams for application projects.

  • Preparing and presenting status updates for various projects.

  • Making modifications to existing software applications and modules in accordance with high level specifications and industry standards using disciplined software development processes.

  • Implementing cross functional systems which have been developed or modified, ensuring system meets needs of client and business.

  • Providing ongoing maintenance of applications or tools, including handling support issues (tickets) within area of expertise. Leading root cause investigations and participates in the On-Call Rotation.

  • Representing DLC and participating in industry forums and user groups. Supervisory: Does not supervise others. Education/Experience Requirements: Roles at this level require industry specific experience. Roles at this level typically require a university / college degree. 5+ years of relevant experience required for this position. Certifications in technical disciplines listed below a plus. Preferred:

  • Bachelor’s degree in a computer science, data networking or related field. Strong analytical and problem solving skills. (Equivalent experience/certifications/degrees will be taken into consideration in lieu of specific requirements.).

  • Project management, SDLC experience, testing methodology for vendor applications, and technical coding skills (examples include SQL, Python, PERL, shell scripting, Oracle/SQL Server DBs).

  • Electric utility metering or billing experience strongly preferred:

  • Relevant meter metrology knowledge and experience.

  • Experience with billing constructs for electric metering.

  • Hands-on experience with automated meter processes and meter data.

  • Experience with Itron (or other electric metering vendor) Advanced Metering Infrastructure (AMI) software and/or hardware products.

  • Experience with data networking (IP communications).

  • Strong interpersonal, communication, organization, creativity, and leadership skills with the ability to exhibit sound judgment and express verbal and written information effectively.

  • Strong use of MS Word, MS PowerPoint, MS Excel, MS Visio. Knowledge of HPQC, MS Project a plus.

  • Able to effectively prioritize and execute tasks in a high-pressure environment with aggressive project timeframes.

  • Experience working in a team-oriented, collaborative environment. Scope: Primary focus is on daily deliverables, outputs and reporting. Accountable for managing one’s own time and work flow. Responsibilities are generally tactical in nature and work is typically of moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on experts and managers when needed but not frequently.
