Overall Purpose:

Provides direction and management in the development and implementation of all Duquesne Light physical security functions and directs activities of the Security Services Department’s staff to economically, safely and with a high degree of performance, execute their responsibilities of providing protection for all corporate assets and resources.

Job Responsibilities:

  • Manage and implement the Physical Security compliance program, to include Personnel and Training, with all prevailing FERC requirements with regard to Critical Infrastructure protection, staying current with the version of those requirements in force at any given time and aware of proposed revisions that are pending.

  • Manage the Security Services contracts for uniformed security services, background screening/drug and alcohol testing and security equipment maintenance programs to ensure that DLC personnel work in a secure environment and that DLC properties are protected from internal and external threats. This includes legacy sites.

  • Establish and recommend for approval security policies, procedures and standards in all areas of physical security and investigative activities.

  • Manage the investigative responsibilities in areas of loss of Company assets and property resulting from criminal activity or physical security standard irregularities.

  • Establish and manage regular system security inspections and audits to monitor conformance to written procedures and standards.

  • Manage the relationships with all DLC Business Units to ensure their physical security needs are met based on risk and cost effective security solutions.

  • Reports to the Executive Staff on confidential matters relating to the disposition of cases involving serious misappropriation of Company assets, sensitive personal issues or any other items that could result in adverse publicity.

  • Establish departmental goals and objectives and manage Departmental activities to accomplish the approved goals and objectives.

  • Develop and submit the Security Services O&M and Capital budgets and manage expenses to meet budget goals.

  • Establish liaisons with industry (EEI) and governmental (FERC, PUC, NERC, FBI, etc.) entities.

  • Develops and manages the Security Services Safety Program.

  • Provides security consulting services for employees for procedural, emergency and special event projects.

  • Conducts security awareness and crime prevention presentations to Company employees and outside organizations.

Education/Experience Requirements:

Roles at this level require a university/college degree preferably in Criminology, Homeland Security or related degree. Higher level education such as a master’s degree, PhD, or security certification (Certified Protection Professional, Physical Security Professional or Professional Certified Investigator is normally desired. Relevant experience to be successful in the given role is typically 10+ years in a Security or Law Enforcement position. At least 7+ years of prior management experience is required.

  • Proven ability to make accurate decisions and demonstrate sound judgment

  • Excellent verbal and written communication skills. Strong computer skills and information system knowledge

Supervisory:

This level may be the entry level into management if position is responsible for a critical function or function managed requires a broad set of knowledge and expertise. Or this position may be the second level manager to functions of a transactional or production based nature where there are supervisors with primarily staff personnel underneath.

Decision Impact:

Resolves problems of a greater complexity than the former. Improves existing processes & systems using conceptualizing, reasoning, & interpretation skills. Solutions require through understanding of business strategies and issues. Defines broad based solutions that would require consideration of wider implications on organization results & resources.

Scope:

Primary focus is on day to day management of operational execution also develops and exercises business plans, policies, and procedures. Contributes to proactive planning exercises of management team as requested. Trains and develops staff. Plans the work flow. Looks for areas of process improvement and directs available resources to accomplish this. Leads changes and implementations for direct team as pushed down through the organization.
