DUTIES:

Under general supervision plans and performs duties (in a safe and efficient manner) associated with the construction maintenance, operations, removal, inspection, and repairs on the transmission, distribution, communication and street lighting systems (energized or de-energized) and associated equipment, using Company approved methods.

  1. Plans and performs assigned overhead and underground work associated with the transmission, distribution, street lighting and communication systems in a safe and efficient manner.

  2. Performs the necessary switching operations as directed, executes switching orders, establishes clearances and tags all types underground switches and similar devices, for scheduled and unscheduled outages and work.

  3. Installs, removes, replaces and maintains poles, crossarms, conductors, electrical cables and associated plant equipment, using approved equipment and methods.

  4. Installs, removes and replaces transformers and associated devices and equipment using approved methods.

  5. Installs, removes and maintains transmission and distribution (energized up to 600 volts) cable using approved equipment and methods.

  6. Installs, removes, repairs, and maintains service lines to customers, including the installation and removal of meters.

  7. Installs, removes, repairs and maintains electrical distribution and transmission cables in the conventional and URD cable systems including rodding ducts and installing cable racks.

  8. Installs, removes, transfers, and replaces communication cable.

  9. Repairs and maintains street lighting circuits.

  10. Paints, trims trees, installs cements, performs minor maintenance/repairs and similar work.

  11. Performs splicing on URD, aerial and conventional underground cables including cables in manholes, vaults and poles.

  12. Locates and isolates faults in primary and secondary circuits, transformers and other electric distribution equipment and makes necessary corrections.

  13. Drives, operates and utilizes various vehicles including aerial lifts, cranes, conductor tensioning and stringing equipment, air compressors, winch truck and other similar vehicles used in the performance of work associated with underground transmission and distribution systems. Performs all required daily maintenance and operating checks on the equipment and prepares required associated reports.

  14. Performs necessary rigging for handling cable reels and for raising and lowering of transformers and other equipment used in conventional underground work. Assists in loading, unloading, transporting and handling of this equipment/materials.

  15. Operates, inspects and maintains equipment associated with filling, draining and integrity testing of high voltage oil-filled pipe type cable.

  16. Performs vacuum and pressure tests to verify integrity of high voltage conduit (pipe).

  17. Operates, monitors, and maintains the system (liquid nitrogen or similar) that establishes and maintains the freeze plug required for repair in oil filled cable systems.

  18. Tests atmosphere in enclosed/confined work areas and performs all work in accordance with current safety regulations and policies.

  19. Ensures that all material removed from service is returned to the division for proper disposition.

  20. Prepares daily work reports associated with work activities. This includes Field Maintenance Package (FMPs), manhole inspection, splice fabrication checklist.

  21. Inspects, cleans, repairs and maintains transformers, switches, cables, potheads, vaults and similar equipment. Performs necessary replacement work and reports major maintenance requirements outside the network area.

  22. Instructs and directs the work of assigned employees.

  23. Assumes responsibility for the care and use of assigned vehicles, tools, material and equipment. Performs all required daily maintenance and operating checks on the equipment.

  24. Assumes responsibility for performing assigned duties in a safe and responsible manner, so that employees and the public are safeguarded at all times.

  25. Performs other work as assigned.

QUALIFICATIONS:

  1. Education equivalent to graduation from high school.

  2. Four years or more of experience in conduit work, installation of cable and transformers, cable splicing and pothead work, one of which shall have been as a Restricted Journey Splicer.

  3. Must satisfactorily complete a prescribed oral and manual examination covering cable work.

  4. Must have previously completed or must satisfactorily complete eighteen months of splicing under supervision of a Supervisor, Senior Splicer or fully qualified Journey UG Splicer.

  5. Good understanding of the various types of cable used in the underground system.

  6. Thorough familiarity with the construction and maintenance of potheads, transformers, and similar underground and overhead equipment.

  7. Thorough familiarity with tools of trade and modern cable splicing methods.

  8. Ability to interpret and work from operating maps and prints.

  9. Demonstrated knowledge of equipment used and efficient operating methods. Must qualify on certain equipment and have general knowledge of service installation.

  10. Thorough knowledge of the procedures and rules governing outage requests, tagging and reporting on and off circuits, together with a complete familiarity with the Company’s systems of circuit designations.

  11. Thorough knowledge of various switching devices in the overhead and underground system.

  12. Ability to recognize and appraise hazardous conditions and be able to take steps to effectively safeguard employees and the public.

  13. Thorough knowledge of established safety regulations and practices.

  14. Demonstrated qualities of resourcefulness and ability in handling high voltage equipment. Must be able to climb and work on overhead poles and structures.

  15. Demonstrated ability to instruct and direct the work of others.

  16. Maintains the appropriate Driver’s License and required endorsements associated with the job requirements.

  17. Tact and good judgment in dealing with customers and the public.
