Rate Strategy Analyst, Senior / Consultant - Develops, analyzes, revises and administers the organization's tariff schedules.

What your day would be like:

You are responsible for:

  • Rate Analysis and Development: Analyze existing utility rates and develop strategies to optimize pricing structures to maximize revenue while ensuring customer satisfaction and regulatory compliance.

  • Financial Modeling: Create complex financial models to assess the impact of rate changes on the utility's revenue, taking into account factors like customer consumption patterns and market trends.

  • Regulatory Compliance: Stay up-to-date with industry regulations and ensure that rate strategies are in compliance with local, state, and federal regulations. Prepare and submit necessary documentation to regulatory bodies.

  • Cost-Benefit Analysis: Conduct cost-benefit analyses to determine the financial implications of rate changes, helping the company make informed decisions about pricing adjustments.

  • Market Research: Continuously monitor market conditions, competitor rates, and industry trends to identify opportunities for rate optimization and revenue growth.

  • Stakeholder Communication: Collaborate with cross-functional teams, including finance, legal, and regulatory affairs, to communicate rate strategies, gain alignment, and address any concerns or issues that may arise.

  • Recommendations and Reporting: Prepare and present comprehensive reports and recommendations to senior management and key stakeholders, outlining the proposed rate strategies and their expected impact on the company's financial performance.

Minimum Requirements

Rate Strategy Analyst, Senior

  • BS degree in economics, mathematics, finance, accounting, engineering or related discipline

  • plus 5 years utility or related analytical experience.

  • An advanced degree in the above disciplines may substitute for two (2) years experience.

  • In lieu of a degree, an equivalent combination of education and experience totaling nine (9) years is required.

  • Broad knowledge of utility rate economics, principles and practices.

  • Advanced knowledge of rate theory, practices and tariff administration and current industry trends and developments.

  • Advanced Excel modeling skills required. Prior experience developing queries using SAS, SQL or comparable preferred.

    Rate Strategy Analyst Consultant

  • BS/BA Degree in business, engineering, economics, finance, information technology, mathematics, physics or similar quantitative field PLUS six (6) years related business experience, or an equivalent combination of education and experience with demonstrated comparable knowledge and abilities.

  • Knowledge of principles of economic unit commitment/dispatch, wholesale market operations and the functional and economic characteristics of Company power resources and the interconnected system is desired.

  • Knowledge of natural gas markets including contracts, and utilization within a power plant.

  • Must have strong communication, presentation and writing skills.

  • May be responsible for leading teams in evaluations and implementation of solutions.

    Preferred Skills, Knowledge and Qualifications

  • Proficient computer skills including a thorough knowledge of a commonly used industry programming language to modify large data sets and extensive experience in the applied use of Microsoft Excel, Power Point, Access, and Word is desired.

Major Accountabilities

  1. Initiate, plan and perform computations to design rates, prepare cost studies and other analyses to meet regulatory requirements and other company objectives.

  2. Prepare and critique testimony, exhibits and discovery responses.

  3. Draft/modify tariff provisions to comply with applicable regulatory rules and practices.

  4. Interpret rate policies, procedures and regulatory commission orders

  5. Develops and occasionally takes lead role in the cost of service and rate design.

  6. Supports and occasionally leads response to regulatory inquiries.

Flex Role:

This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work. Employees will have two options to choose from:

  • APS office based: The employee prefers to work most of the time from an APS facility.

  • Home based: The employee prefers to work most of the time from his/her home.

    *Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
