Summary

Rate Strategy Analyst I / II - Develops, analyzes, revises and administers the organization's tariff schedules. Compiles, studies and maintains rate, revenue, load and customer data to assess the effectiveness of current tariff schedules and rules, to administer and develop cost of service, and develops proposals to change the organization's existing rates and rules.

Preferred Skills:

  • Working knowledge of the following concepts is preferred:

  • Data transformations (e.g. log transformation, standardization, normalization)

  • Univariate and Multivariate tests (e.g. t-test, non-parametric rank tests, ANOVA, MANOVA, ANCOVA, regression)

  • Statistical modeling (e.g. linear regression, generalized linear models, multivariate regression, ARIMA models, classical time series decomposition, mixed models)

  • Clustering (e.g. k-means, hierarchical clustering, Gaussian mixtures)

Minimum Requirements

Rate Strategy Analyst I

  • BS degree in economics, mathematics, finance, accounting, engineering or related discipline.

  • Prior exposure to general accounting or finance processes.

  • Advanced Excel skills required.

  • Prior experience developing queries using SAS, SQL or comparable preferred.

    Rate Strategy Analyst II

  • BS degree in economics, mathematics, finance, accounting, engineering or related discipline PLUS two (2) years utility or related analytical experience.

  • In lieu of a degree, an equivalent combination of education and experience totaling six (6) years is required.

  • General knowledge of utility rate economics, principles and practices.

  • Working knowledge of FERC or rate theory practices, tariff administration, current industry trends and developments.

  • Advanced Excel skills required.

  • Prior experience developing queries using SAS, SQL or comparable preferred.

Major Accountabilities

  1. Assemble information and perform computations to design rates, prepare cost studies, develop tariff provisions and other analyses to meet regulatory requirements and other company objectives.

  2. Participates in the design of new tariffs and/or modifies existing tariffs to accomplish specific goals.

  3. Assist in the preparation and review of testimony, exhibits and discovery responses.

  4. Assists in developing rate structures and prices.

  5. Provides support to regulatory inquiries.

Flex Role:

This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work. Employees will have two options to choose from:

  • APS office based: The employee prefers to work most of the time from an APS facility.

  • Home based: The employee prefers to work most of the time from his/her home.

    *Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
