Job Brief

Responsible for initiating coordinating, and leveraging corporate strategies for purchases of major equipment/materials/services and for high level contract development associated with critical materials and high level services and to lead these efforts across business units; includes use of market trend analysis, sourcing initiatives, business partner alignment, risk management, project management, contract management, supplier relationship management, contract and commercial terms and conditions documentation review. Develop and execute sourcing strategies and category management activities for multiple complex and/or critical categories, including implementation plan for achieving business objectives and benefit targets. Establish and lead cross-functional teams to implement category strategies for sourcing materials and services.

Job Responsibilities

  • Responsible for the development and execution of strategic sourcing strategies and category management activities for assigned portfolios and categories of goods and services.

  • Lead internal and cross-functional teams to implement portfolio strategies in support of department initiatives and capital and O&M projects.

  • Manage, create and evaluate RFI’s, RFP’s, Statements of Work, Vendor Proposals, materials demand forecasts and scope documents to minimize risk and maximize economic value on SRP’s commercial transactions associated with materials and services.

  • Lead negotiations with suppliers and supplier’s agents. Develop negotiation strategies and plans. Respond to exceptions to SRP’s standard Commercial Terms & Conditions. Collaborate with Risk Management and Legal Services to develop, recommend, and approve non-standard contractual language.

  • Perform market analysis using industry and market intelligence, financial reports, market indices, global monetary exchange rates, and published economic documents to forecast and assess pricing, supply and business risk.

  • Responsible for Supplier Relationship Management by developing and maintaining effective communication with key suppliers in order to provide equitable value to both entities. This includes monitoring supplier performance and implementing corrective action as necessary.

  • Develop and enhance supply chain business processes, tools and techniques.

  • Resolve and oversee supplier disputes including negotiating settlements, warranties and claims.

  • Determine replenishment quantities for inventory materials utilizing historical usage, anticipated demand, supplier/manufacturer lead times, carry and ordering costs and other business considerations. Meet with key suppliers to develop and analyze material forecasts. Maintain associated planning/forecasting system parameters based on this information.

Education

Completion of a Bachelor's Degree from an accredited institution that prepares the employee for the assignment.

Experience

Experience as a Senior Buyer, Procurement /Contract Analyst, Materials Manager, Procurement Management, Commodity Manager and Supply Chain Manager, Legal Council, Engineer or other similar disciplines.

Promotion to level 2 requires a minimum of two years experience at level 1; demonstrated capability to perform advanced and more difficult work as determined by the supervisor. Promotion to senior level requires a minimum of three years experience at level 2; is fully competent in all aspects of functional area of assignment and as such would be recognized as a specialist in area of assignment and may have periodic or occasional lead responsibilities.
