- SITE PROGRAM MANAGER*

_ GENERAL SUMMARY_
This position is responsible for managing DTE Philadelphia’s on site team to provide operations, maintenance and customer billing for the private, medium voltage, underground electric grid that serves the industrial and commercial business campus at The Navy Yard in Philadelphia. In addition, this position is responsible for bidding, contracting and executing capital projects for the expansion and modernization of the of the existing electric grid as required by the owner.
The 1200-acre Navy Yard, formerly a U.S. Navy Base, and currently a real estate redevelopment site, is managed by the Philadelphia Industrial Development Corporation (PIDC) and has grown into a mature commercial/industrial business park with many prominent corporations representing a wide cross section of industry sectors. Over the past eight years, that growth accelerated, challenging the capacity of the underground electric grid. In response, an Energy Master Plan was developed based on real estate growth forecasts, leading to investments in new energy assets including smart grid technology, on site resilient generation resources, and expanded underground distribution. The unregulated Navy Yard grid has a 34MW capacity that currently serves over 12,000 employees and over 7 million square feet of occupied office space.
Currently, The Navy Yard is continuing to expand the campus footprint, which requires the further expansion of the underground distribution grid into remaining undeveloped portions of the property. Large capital projects for the grid are underway to support the Navy expansion which began in 2017, and the continued new business growth. By January 2019, there will be 3 primary substations for importing PECO power raising capacity to 44 MW, plus an 8 MW on-site peaking generation plant.
Responsibilities include working closely with the PIDC Utility Director to identify, develop and implement system improvements, working with potential new building owners to contract for and provide primary electrical service, and overseeing and directing day to day operations, maintenance, and repairs. Utility systems and electrical infrastructure experience is required, particularly in the competitive energy market. Work includes providing commodity accounting, utility financials, customer and commodity tracking and reporting for PIDC. A high level of independent judgment, initiative, discretion and interpersonal skill is required. Work is mainly self-directed but requires close coordination with home office leadership team and support staff and is performed within the framework of both Company and Customer policies and procedures. Performance and results are reviewed against established goals.
_ PRINICIPAL DUTIES AND RESPONSIBILITIES_
Ensure that the electrical distribution system and associated infrastructure are operated and maintained in a safe, environmentally-responsible manner while satisfying the utility and energy requirements of the Customer
Work closely with Customer and its 3rd-party consultants to modernize and expand The Navy Yard grid through the support and implementation of the Customer’s Energy Master Plan, which includes smart meter installations, substation automation and capacity expansions
Ensure that the Customer’s energy assets are managed and optimized to support the goal of long term affordability, sustainability, reliability and diversity
Work closely with Customer on development, justification, approval and implementation of Capital Projects with varying scopes and a wide range of budgets
Help assess and coordinate impact and required changes to existing grid assets from major capital projects such as the new 8 MW peaker plant, Solar PV plant, third primary 13.2kV substation and yet to be contracted 6.4MW battery energy storage system.
Leverage local team’s knowledge of electric grid operations to suggest, initiate and help justify improvements to the grid
Develop and maintain a close working relationship with key Customer personnel and Customer’s consultants
Continue to foster strong relations and responsive, courteous service with Customer’s customers (Navy, commercial and industrial business)
Participate as an active member of Customer’s local site management team
Assist grid customer participation in emergency demand response program by education and notices
Act as the local liaison between the Company and the Customer
Understand and ensure that all Company and Customer commercial and contractual obligations are followed
Oversee and manage meter reading process (electric and water) for tenants of The Navy Yard and all associated invoicing and accounting on behalf of Customer
Assist and champion transition to more automated billing environment and new customer portal
Work to more fully integrate the smart meter analytical capabilities into daily business practices
Support customer requests for historical data and usage analysis
Work to more fully integrate the GE SCADA (GridNOC) usage into daily business practice, problem resolution and emergency response.
Work to more fully integrate the OSI Pl* (Plant Information) into daily duties and work practice in concert with GridNOC utilization.
Work closely with Customer to evaluate, prepare and adjust Customer’s annual utility budget and tenant utility rates
Assist Customer in evaluation of new rate structures and the implementation of pilot programs for new alternative tariffs and a replacement billing system
Support Customer in evaluating and selecting external electricity supply contracts working in conjunction with the Customer’s energy procurement advisor
Interface with local electric utility company (PECO), to nurture and maintain the strong relationship
Manage and direct the daily activities of all Company site personnel consisting of (1) O&M Supervisor, (4) O&M Technicians and (1) Plant Administrator
Foster the use of new data based analysis tools to leverage the newly installed grid modernization technology for assessing grid operations to be able recommend methods and modifications to improve efficiency, lower cost and optimize service
Develop and manage Company’s annual O&M budget
Identify and implement cost-saving measures
Manage site purchasing and inventory control processes
Prepare and issue weekly status reports to Customer and home office
Ensure that all Company and Customer goals and metrics are achieved
Perform other related duties as assigned
Position Company for role as long-term Operator of The Navy Yard’s Smart Grid following the implementation of the Energy Master Plan
Champion company’s SAFETY first policies and practices in all aspects of work requirements
Enhance and maintain commodity procurement, usage management and reporting, specialized US Govt billing calculations, and quarterly financial and customer usage reporting in coordination with the PIDC Accounting VP.

_ KNOWLEDGE, SKILLS AND ABILITIES_
Fifteen or more years of experience in developing new business, managing and implementing new projects, optimizing existing operations, and maintaining electrical distribution systems and associated infrastructure
Experience operating and managing distributed or district energy systems and smart grids
An understanding of the importance of ensuring the highest level of system safety, availability and reliability
Working knowledge of electrical utilities, transformers, substations, distribution systems, smart metering systems, SCADA systems, generating equipment, lighting and other similar systems
Experience managing operational, maintenance and office personnel, contractors and consultants
Ability to quickly understand Customer’s commercial/operational drivers and to anticipate Customer’s needs
Ability to understand and administer complex commercial agreements related to the provision of reliable services to a Customer on a 24 hour per day, 7-day per week basis
Experience leading and supporting new business development
An understanding of energy efficiency practices and energy conservation techniques
Possess excellent written and verbal communication skills
Ability to communicate effectively at all levels
Capable of working alone or as part of a team without a significant level of supervision
Ability to develop and manage operating & maintenance budgets
Ability to balance time and manage multiple tasks simultaneously
Capable of promoting and maintaining strong, positive relationships with coworkers, suppliers, contractors, vendors, and Customers
Willingness to share expertise and knowledge with other team members
Experience with computerized maintenance management systems (CMMS)
Proficiency in MS computer applications, including Word and Excel in a Windows environment
Ability to function within a matrix organization
