Operations Cost Analyst / Business Systems Administrator
The Operations Cost Analyst / Business Systems Administrator is expected to maintain and improve business processes for the preparation, coordination, review, analysis, control and issuance of the department’s capital and operating budgets and forecasts in Oracle E-Business Suite.. The incumbent conducts analyses and prepares budgets and forecasts to support department operational and financial planning functions, ensures that departmental computer systems and databases can generate the appropriate reports and supports other business functions in an effective and efficient manner.
Prepare the department’s operating and capital budgets as well as the five-year forecasts based on estimated/actual basis including but not limited to:
Focus on building budgets, and analysis of results on a wide range of expense issues such
as payroll, controllable expenses, manpower planning, etc.
Ensuring coordination and consistency in preparing budget for the Field Operations
department; ties budget projections to departmental and company goals
Creating and maintaining stand - alone spreadsheets of financial data relating to the
operating and capital budget and cost variance statistics.
Conducting variance analysis and providing monthly deviation report explanations.
Analyze departmental costs and performances using financial tools such as net present
value, present value, internal rate of return and sensitivity modeling; develops detailed reports
outlining expenditures, variances and recommendations work process enhancements to
improve business functions and reduce costs.
Recommend administrative procedures for the departmental interaction with the Oracle financial system including proper entry of contracts, purchase orders and payment vouchers including administrating petty cash fund.
Develop the productive labor hourly rate and determines paid and productive hours through the analysis of the paid labor rate; conducts manpower planning, expense control and other administrative duties.
Coordinate and facilitates training on the use and operation of computer systems for departmental personnel.
Liaison with relevant management staff, departments, and vendors to troubleshoot issues within assigned functional areas related to accounting, information systems and product delivery.
Oversee and evaluates the departmental absence control as required in accordance with the corporate attendance system policy.
Keep abreast of current trends in Distribution and Field Services issues by maintaining memberships with relevant committees and professional organizations such as The Gas Industry Trade Associations, The Pennsylvania Gas Association, and professional societies such as the American Gas Association, the Society of Gas Operators and Metropolitan Service Manager’s Council.
Perform other special projects and assignments as requested.
Bachelor’s degree in Accounting, Finance, Business Administration, or related field of study is required.
Experience with Oracle E-Business Suite or other ERP financial software programs
Experience maintaining and creating MS Excel spreadsheets of financial data relating to the capital and operating budgets, cost variance statistics
Experience presenting financial data to senior leadership groups
Must have knowledge of and experience in budgeting, spending, control, and reporting
Must have verbal and written communications skill’s ability to build long-term constructive and cooperative working relationships with co-workers, vendors, management, and outside agencies.
Must have organizational, planning and follow-through skills with the ability to manage multiple projects under high pressure situations.
Knowledge of PGW’s corporate systems and their interfaces including BCCS, Mobile Up and CAS preferred
Understanding of the customer service and revenue cycle of gas distribution operations is preferred.
Advanced proficiency in the use of Microsoft Office, MS Project, and Visio with the ability to display ideas through presentations, flowcharts, and graphs. Tableau experience a plus.
