Operations & Maintenance Electrical Technician

Location: Philadelphia, PA


This position is responsible for the safe and efficient operation, maintenance, repair and troubleshooting of the electrical distribution system and associated infrastructure located within the 1200-acre Philadelphia Navy Yard. Formerly a U.S. Navy Base, and currently a real estate development site managed by the Philadelphia Industrial Development Corporation (PIDC), The Navy Yard has a 34MW electric distribution grid that currently serves over 11,000 employees and nearly 7 million square feet of occupied space.

This is a “journeymen” level position requiring advanced experience and knowledge of low, medium and high voltage switchgear (up to 13.2 kV), breakers, transformers, protective relays, motor control centers, substations, instrumentation, batteries, controls, metering, and lighting systems.

This person will report to the Operations Manager and must be able to function independently and with minimal oversight and direction.


  • Performs planned and emergency repairs on electrical infrastructure (including but not limited to switchgear, breakers, transformers, protective relays, motor control centers, substations, instrumentation, batteries, controls, metering, and lighting systems).

  • Reads, records and evaluates digital and analog electric meters.

  • Operates and maintains “smart grid” components.

  • Performs preventative and predictive maintenance on all systems.

  • Assists and coordinates work with other team members.

  • Identifies parts as needed to affect maintenance and repair.

  • Uses “as built” drawings to locate and mark existing underground electrical lines prior to construction and updates drawings accordingly.

  • Provides input on the design and installation of new equipment and/or system modifications.

  • Participates in small construction projects. Reads and interprets drawings, sketches, prints and specifications as required.

  • Works with and monitors 3rd-party contractors on certain specific maintenance and repair activities.

  • Follows all Company safety/environmental rules and regulations including LOTO, confined space programs and equipment safety inspections. Implements safe working practices and immediately identifies related job hazards.

  • Develops JHA’s and participates in plant safety committee and pre-job meetings as required.

  • Ensures that all contractors follow the established safety rules and regulations when working on site.

  • Conducts safety inspections, identifies and corrects hazards, or recommends solutions.

  • Complies with all environmental work practices.

  • Use CMMS maintenance reporting system to record maintenance history, corrective actions made and parts used.

  • Available within a reasonable response time for emergency call-ins and is available for off-hour contact by phone for contingency situations.

  • Interfaces with customers by responding to and resolving routine service requests and emergency trouble calls.

  • Recommends maintenance and operating improvements which enhance customer service, improve efficiency, and increase equipment reliability.

  • Performs housekeeping assignments as directed.

  • Performs other tasks as assigned.


  • A high school diploma or GED is required. An Associate’s degree (or equivalent) is desired. Journeyman status or equivalent from IBEW or other trade, with a minimum of 10 years of relevant experience with breakers, transformers, protective relays, motor control centers, substations, instrumentation, batteries, controls, metering, and lighting systems.

  • A thorough and demonstrated understanding of electrical and mechanical systems.

  • Demonstrated experience of managing Capital Projects, including scope development and cost estimates.

  • Proven experience directing workforce.

  • Experience supervising contractors and 3rdparty vendors.

  • Ability to analyze potentially complex, costly operational problems and identify their resolution.

  • Understanding of document control.

  • Competent computer skills, especially Microsoft Office products (Excel and Word).

  • Solid knowledge of electrical plant engineering and plant maintenance functions and how they relate to operations and income.

  • Strong planning, organizing and coordinating skills.

  • Strong oral and written communication skills.

  • Ability to comprehend and apply technical information, including mechanical and electrical drawings (such as blueprints, single-line diagrams and schematics) to problem-solving situations and troubleshooting.

  • Ability to communicate and coordinate work with customers, vendors and other team members.

  • Proficiency in the use of electrical testing equipment to include but not limited to multi-meters, meggers, grounding equipment, fault-finding and proof-testing of medium voltage cables and equipment, and proper PPE associated with the use of this equipment.

In addition, the employee will push or pull up to 200 pounds in weight occasionally by rolling or using moving equipment. Vision requirements for this position include close vision, color vision and the ability to adjust focus.


While performing the duties of this job, the employee works in an industrial environment, remotely in substations and switchyards, and outdoors as required. Work is required near moving mechanical parts and/or machinery. The employee is occasionally exposed to fumes or airborne particles and vibration. The noise level in the work environment is usually moderate. This position often requires the employee to work alone in a variety of environments.
