This important position relies upon natural gas utility knowledge and experience to create, develop, improve and deliver high-quality technical training to natural gas utility employees through distance-learning, instructor-led and hands-on training methods. Proctors tests and functions as an Operator Qualification Evaluator, conducting hands-on performance evaluations in accordance with the Company’s Operator Qualification Plan and 49 CFR, Part 192, Subpart N. Performs tasks and assignments that develop and refine technical training and operator qualification knowledge, skills and abilities. Partners with peers, vendors, industry associations and both internal and external subject matter experts to identify and improve training content to enhance employee task mastery. May work independently or as a member of a team of peer training professionals.

SALARY RANGE: $68,450 - $102,750 (Determined by the knowledge, skills and abilities of the applicant.)

ESSENTIAL JOB FUNCTIONS:

  • Conduct all job duties with Safety as the number one priority, by participating in and promoting a culture of safety and compliance with the Company’s policies and procedures.

  • Perform natural gas utility operations classroom and hands-on technical training.

  • Proctor testing.

  • Function as an Operator Qualification Evaluator by assessing the knowledge, skills and abilities of natural gas utility operations employees.

  • Ensure contractors performing covered tasks for the Company are properly qualified and are performing covered tasks according to Company procedures and regulatory requirements.

  • Maintain open communication with Operations personnel and Technical Training and Operator Qualification department personnel, including direct Supervisor.

  • Assist with the interpretation of regulations and identify their applicability to Company business and operational policies and procedures.

  • Assist in reviewing, improving and/or developing classroom and hands-on technical training content/materials.

  • Provide technical support to managers, supervisors and field personnel.

  • Maintain regional technical training schedules, facilities and equipment.

  • Setup and takedown training props, classrooms, events and exercises.

  • Input training records into Learning Management System.

ADDITIONAL RESPONSIBILITIES:

  • Coordinate and facilitate special projects.

  • Assist in the investigation of incidents and accidents.

  • Participate in community relations-based activities.

  • Review new equipment/technology for compatibility with Company policy and procedures.

  • Develop and maintain effective working relationships with key stakeholders (internal employees, State and Federal regulators, contractors, vendors, customers, the general public and, other utility companies).

  • Membership and participation in industry associations.

QUALIFICATIONS:

  • Three (3) or more years of relevant training, natural gas, or related experience is required.

  • High school diploma or equivalent is required.

  • Valid driver’s license with acceptable driving record.

  • Ability to become certified as an Operator Qualification Evaluator within six months.

  • Bachelor’s degree in relevant field is preferred.

  • Experience performing instructor-led and hands-on training is preferred.

KNOWLEDGE/SKILLS/ABILITIES:

  • Basic knowledge of natural gas utility operation, maintenance and construction practices.

  • Basic knowledge of natural gas utility emergency procedures, and State and Federal codes/regulations.

  • Basic knowledge of adult learning techniques.

  • Basic knowledge of 49 CFR, Part 192, Subpart N, Operator Qualification (OQ) requirements.

  • Basic knowledge of Learning Management Systems (LMS).

  • Basic knowledge of natural gas utility equipment such as; leak detection devices, line locators, stopping and tapping equipment, odorometers, and odorizers.

  • Interpersonal skills.

  • Classroom presentation, facilitation, and training skills.

  • Basic computer skills and knowledge of Microsoft Outlook, Word, PowerPoint and Excel, etc.

  • Basic written and oral communication skills.

  • Ability to mentor and guide others.

  • Technical writing skills.

  • Ability to explain technical theories, functions, regulations or procedures clearly and accurately.

  • Ability to work in a team environment.

  • Ability to multi-task with limited supervision.

  • Ability to maintain accurate records and documentation.

  • Ability to demonstrate standard natural gas utility operation equipment such as; leak detection devices, line locators, stopping and tapping equipment, odorometers, and odorizers.

  • Must be willing and able to operate company vehicles in the performance of duties.

While performing the duties of this job, the employee is continuously (67% or more) required to: use fingers and hands, communicate, and have close visual acuity. Employee is frequently (34-66%) required to: reach, push/pull, ascend/descend stairs, position self to access lower items, and move about the office. The employee may occasionally (less than 33%) be required to: climb, balance, stoop, kneel, crouch, crawl and reach. Employee must be able to operate routine office equipment including computers and similar equipment. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work environment: Must be able to occasionally perform work indoors and routinely perform work outdoors in sometimes inclement weather with moderate to high noise level. Worker may be subject to hazards including variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height, or close quarters (i.e., crawl spaces, small enclosed rooms, narrow aisles of passageways). Must be capable of up to 50% travel (e.g. 2 weeks or 10 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
