The Assistant Plant Manager manages the daily plant operations and staff. Troubleshoots plant operation and maintenance issues as needed.

AECC’s Fitzhugh facility is a one-on-one combined cycle facility, that can operate in simple cycle mode, utilizing a Siemens 501D5A combustion turbine and an older GE steam turbine. Fitzhugh operates on natural gas but can operate on #2 diesel as back up. Fitzhugh has a capacity of 170-Megawatts.


  • Manages the activities of power plant operations personnel and assists Plant Manager with troubleshooting problems with plant operation and maintenance.

  • Ensures the safe, reliable, and efficient operation of remotely located hydroelectric turbine and combustion turbine equipment ensuring adherence to all unit/equipment operating parameters and start-up and shut down procedures/practices.

  • Ensures compliance with Cooperative Safety standards and approved practices for the protection of all personnel. Ensures the safe isolation/lock-out and restoration of site equipment.

  • Adherence to all applicable internal policies and procedures regarding NERC and FERC compliance and provides training and direction to plant staff to ensure compliance.

  • Participates in Power Supply Operations Safety Committee in development of overall departmental safety program and implements safety program at the plant with the cooperation of the Maintenance Supervisor subject to the advice and consent of the Plant Manager.

  • Develops work schedules for operations staff, reviews and approves timesheets, and PTO requests.

  • Reviews daily schedules for power production, maintenance and general duties with Senior Operators and prepares daily operating reports and surveys of operation.

  • Advises the Plant Manager on the development and implementation of the planned maintenance program, coordinates plant maintenance work with Maintenance Supervisor, and reviews records of completed maintenance as it effects plant operation.

  • Develops plant water treatment plan and coordinates water treatment and testing with the assistance of Office Manager/Lab Technician and water treatment consultant.

  • Communicates plant availability to AECC Power Market Operators and schedules generation operations as necessary.

  • Reviews all aspects of plant operation to ensure all applicable laws, regulations, and permit requirements are adhered to; directs training program for plant operations personnel.

  • Reviews and recommends to the Plant Manager appropriate changes in plant equipment, design, or operational policies and procedures to maximize plant efficiency and reliability.

  • Conducts plant inspection tours with insurance and regulatory agency inspectors and inspects fire protection equipment routinely and ensures correct fire protection procedures are being followed.

  • Supervises staff in accordance with the organization's policies and applicable laws. Responsibilities may include but are not limited to training employees and assisting in interviewing process; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Handles stress effectively and works well with others.

Minimum Qualifications

  • Pursuant to the Arkansas Medical Marijuana Act 593, this position is a designated safety-sensitive position according to AECC/AECI standards and processes.

  • Associates Degree in Business Administration or related field, plus at least 5 years total related experience, or equivalent combination of education and experience.

  • Must have a thorough understanding of all aspects of utility power plant operation and maintenance including principles of combustion, heat transfer, thermodynamics, mechanics, fluid mechanics, electrical theory, water treatment.

  • Must have a clear understanding of the fundamental of accounting, management, scheduling and mathematics.

  • Must be able to work additional hours when necessary and report to work when needed during non-working periods.

  • Must have excellent verbal and written communication skills.

Required Certificates, Licenses, Registrations

  • Arkansas Boiler Operators License (or ability to obtain within 6 months upon hire).

  • Valid driver's license with safe driving record.

  • Ability to pass a road test evaluation and receive a road test certificate for operation of vehicles weighing between 10,001 and 26,001 lbs.
