Responsibilities
Analyze, review and determine attachment placement and make-ready
requirements for 3rd party attachment applications. Perform
field verifications, height measurements into secondary voltages on
poles and mathematical calculations to support designs.
Design & manage 3rd party attachments to meet attachers' requirements &
to conform to UI's Dist. Design & Standards criteria, UI
policy & procedures, NESC, NEC, OSHA requirements, docket decisions,
State Statutes & Regs. & municipal codes and ordinances.
Process shifting notifications & resolve issues so UI shifts its
equipment and other pole owners and attachers shift their equipment to
meet mandated timeframes. Ensure the budget, purchase orders & resource
forecasts are in place to executed this work.
Manage the billing process associated with joint pole ownership, pole
attachments, pole shifting and conduit utilization. Reconcile any
billing discrepancies. Make sure the budget and purchase orders are in
place to make and receive payments.
Manage follow-up of damages to UI facilities caused by a 3rd party
including budgeting, purchase order and resource forecasting
responsibilities for this work. Answer damage questions and verify
follow-up work orders are created to document damage.
Manage accuracy of pole record system information for pole ownership,
replacement, billing, extra height, attachment status & other
attributes. Review and correct any pole record discrepancies. Assist
with the selection of a new pole management system.
Prepare & process accurate project documents & work with co-workers,
management, contractors, organizations outside UI including
cust., government agencies, utilities & private entities attached to UI
facilities so work can be completed to meet deadlines.
Review & update attachment agreements, operating procedures & design
guides associated with joint pole use, pole billing, damage to
plant & 3rd party attachments. Work with legal to execute any missing
attachment agreements. Maintain confidentiality.
Provide technical support to others and serve as a SME for other groups
such as Standards Working Group, CU Committee, ECNE
Committees, process review and participation in regulatory hearings and
working groups. Develop and provide training as required.
Explain difficult issues and work to establish consensus. Recommend and
implement process improvements based on best practices
and knowledge of internal and external business issues.
Have in-depth knowledge and experience in pole line design and
construction along with a comprehensive understanding of the codes
and regulations pertaining to pole attachments. Work independently with
minimal guidance from supervision and manage own time to
meet objectives. Effectively and accurately organize large quantities of
critical information that affect multiple constituencies.
Effectively communicate (written and oral) and interact professionally
with all internal and external customers including government
agencies, utilities and private entities. Proficient PC knowledge of
office automation products (e.g., Microsoft Office, Lotus Notes, work
management system, etc.) is required.

Skills and Requirements
Qualifications: (minimum qualifications for assignment to this job)
Education: AS Degree Experience:
AS Degree in an engineering or technical discipline and 8 years'
experience in pole line design and construction or high school and 11
years' experience with a minimum of 8 years in pole line design and
construction.
Purpose:
Use administrative and technical knowledge and experience to manage the
attachment of other entities wires and equipment to UI
poles and conduit systems. Update, maintain and ensure accuracy of
computerized and other data. Produce and review documents
containing technical and/or legal terminology. Manage attachment and
joint pole ownership operations and agreements. Verify and
process billing and payment of joint pole ownership and pole
attachments. Manage shifting of wires and equipment on poles and other
attachment issues.
