Omaha Public Power District Strategic Trends & Foresight Manager in Omaha, Nebraska


This position is responsible for supporting the development and on-going execution of OPPD’s strategic trends analysis program. To facilitate the growth of OPPD’s ability in analyzing emerging and dynamic trends that may impact mid to long term planning. To provide advanced operational and consultative support, analyze research and planning assumptions, present findings, and recommend changes. To take action based on society, technology, environment, economy and regulatory data insights to solve problems and improve business outcomes. To increase the overall strategic decision making agility by communicating opportunities to pursue and risks to avoid in support of OPPD’s strategic vision and established priorities.


  • Establish and execute OPPD’s capability and capacity to analyze strategic trends, risks, and planning assumptions.

  • Develop key partnerships with internal organizations (e.g. Risk Management, Innovation, Data Managers).

  • Identify, establish and leverage external partnerships (within/outside utility industry).

  • Challenge strategic blind spots, cognitive biases and integration challenges in the overall vision and planning process.

  • Develop and disseminate well researched, actionable insights to key groups.

  • Establish and monitor strategic assessment criteria to ensure a relevant and agile enterprise vision.

  • Develop/execute a multi-year plan and budget to mature trends analysis and identify faulty planning assumptions through:

  • Internal resources and staffing.

  • External resources (consultants and volunteer advisors).

  • Communities of practice (within/outside utility industry).

  • Establish and implement environmental scanning and red team capabilities.

  • Engage external business and industry experts as well as internal SMEs to shape and influence strategic insight.

  • Forecasting and data mining solutions (e.g. Artificial Intelligence).

  • Develop and coordinate a comprehensive training program.

  • Develop/execute the process to collect and analyze information from local, regional, national/international sources:

  • Collect, store, and convert information into business intelligence (BI).

  • Develop agile and dynamic means to display BI that supports the overall decision making process.

  • Work cross-functionally to improve upstream and downstream trends analysis and strategic planning functions.

  • Understand the data and analytics landscape across OPPD and work to leverage all available data resources.

  • Identify dependencies and impediments to progress and ensure they are addressed.

  • Study the transforming industry environment to remain alert, informed, and forward-thinking about opportunities and risks in the utility industry and resulting implications for action (system, operations, finances, core functions, etc.).

  • Develop/execute the overall program governance and provide recommendations to OPPD decision makers and planners through progress reports and updates. To ensure objectives in the enterprise vision are informed and validated by deliberate strategic trends, risk, and planning assumption analysis.



  • Bachelor's degree.

  • Minimum six (6) years of strategic planning and/or foresight experience.

  • Demonstrated experience leading complex, cross-functional teams in enterprise-wide programs and delivering solutions.

  • Experience in data analytic tools and reporting platforms.

  • Ability to communicate at all levels of organization and work well within a team environment.

  • Strong attention to detail and accuracy, excellent organizational skills with ability to prioritize, coordinate and simultaneously maintain multiple projects with high level of quality and productivity.

  • Demonstrated independent critical thinking and creative problem solving skills.

  • Ability to think strategically and execute tactically.


  • MBA or other master’s degree.

  • Electric utility experience strongly preferred.

  • Futurist and/or foresight training/certification.

  • Information strategy experience (develop a framework for information and analytics governance).
