Manager, Quality Assurance

OPPD is seeking a seasoned, dynamic Manager, Quality Assurance ! This vital role ensures applications and systems meet the highest standards of quality and reliability by overseeing all aspects of the quality management process. The Manager, Quality Assurance is responsible for leading and managing the QA team, developing, and implementing quality control procedures, defining, and driving test architecture, developing and implementing QA strategies and procedures, as well as overseeing the planning, execution, and reporting of QA activities across Technology and Security. The Manager Quality Assurance will partner and collaborate with key stakeholders across Technology and Security to understand project and operational needs, conduct resource planning, and support business strategies.

Strategy & Planning

  • Responsible for the creation and execution of Quality Assurance department plan (1-2 years in scope).

  • Lead the QA team in the development, documentation, and deployment of a test architecture (methodology, environments, automation, testing tools SoapUI, ReadyAPI, etc.)

  • Evolve the organization's Quality Assurance strategy and advocate for a shift-left approach to testing, establishing processes and empowering individuals to enable the Quality Assurance practice to scale as needed.

  • Identify and prioritize areas of improvement in the QA process and drive initiatives to enhance efficiency and effectiveness.

  • Own Quality Assurance department budget, in addition to building operating and workforce plans with Technology & Security Leadership and Human Capital.

  • Partner with Project Management Offices, Business Relationship Managers, Solutions Architects, and Technology Managers to plan and commit to work in both short and long-term business plans.

  • Partner with Project Management Offices, Business Relationship Managers, Solution Architects and Technology Managers in the review of vendor statements of work (SOW) to ensure quality assurance and deliverables are well-documented, well-understood and executed appropriately.

    Operational Management

  • Ensure Quality Assurance controls/processes are well documented, centrally stored and well understood by the QA team, engineering teams, support teams, vendors, strategic partners, and system implementer's.

  • Responsible for developing, maintaining, scaling, and socializing the Quality Assurance Framework across Technology and Security.

  • Conduct Quality Assurance reviews as needed, document lessons learned and identify opportunities for improvement.

    Team Leadership and Development

  • Recruit, interview, select and retain top talent to continue building a best-in class Quality Assurance organization.

  • Provide leadership, mentorship, and guidance, fostering a culture of inclusion, accountability, and continuous improvement, while assisting team with career development.

    Qualifications

    Required:

  • A bachelor¿s degree Computer Science, Information Systems Management or business field or an equivalent combination of education and experience.

  • Minimum of 10 years of proven Professional Experience as a Software Quality Assurance Engineer including hands-on test planning and execution experience with a sound understanding of various test approaches and methodologies.

  • Minimum of 5 years managing/leading quality assurance engineers and high-complex technology initiatives or projects

  • Strong understanding of the SQA cycle and SDLC with different implementation methodologies (Waterfall/Agile)

  • Ability to collaborate with business leaders and project managers in developing strategies and solutions of high business value.

  • Strong analytical, planning, and organizational skills with the ability to manage competing demands.

  • Working knowledge of business systems analysis and requirements elicitation practices.

  • Must have demonstrated broad technical knowledge of information technology and the ability to plan, schedule and implement new business functions, and to direct and manage human, technical resources.

  • In-depth knowledge and experience with automation tools, frameworks, and test management software (i.e., Selenium, UFT, HP), integration and performance testing tools (SoapUI, ReadyAPI, LoadRunner)

  • Broad knowledge of Atlassian JIRA for test management dashboards, team kanban boards, etc.

  • Skills to schedule and organize, communicate well orally and in writing, and able to manage resources effectively.

  • Good people skills and the ability to interact and communicate effectively across all levels of the organization.

    Desired:

  • Graduate work or additional background in Management Systems Engineering, Management Information Systems, Business Administration, or equivalent work experience is preferred.

  • Experience driving positive organizational change.

  • Project Management experience.

  • Experience with both on premise and cloud-based application implementations, and a proven ability to effectively integrate on premise and cloud-based applications.

  • Certifications relevant to the position (ISTQB, CMSQ)
