Position Summary:

Under general direction, the Director, Construction is responsible for planning, scheduling, and providing general supervision for the installation and maintenance of large and small diameter gas and water mains, and gas services throughout the distribution system. This position is also responsible for locating and repairing gas and water leaks, repairing damaged distribution facilities, administering and supervising required training programs.

Minimum Requirements:

  • Bachelor of Science degree in Civil, Mechanical or Construction Engineering from an accredited university.

  • Registration as a Professional Engineer (PE) in Nebraska preferred.

  • Minimum of eight (8) years of increasingly responsible experience in Engineering Operations or Construction. A minimum of three (3) years of experience in a supervisory position.

  • Ability to monitor and evaluate the work of a large, diversified workforce including office and field personnel. Experience directing both union and non-union employees. Ability to interpret labor agreement language to effectively balance operational needs.

  • Possess an understanding of business process initiatives to provide quality improvements, cost reductions, and productivity increases. Ability to assist with cost metrics for project production and employee utilization.

  • Ability to work independently and as a member of a team to meet deadlines, goals and objectives. Demonstrated success meeting long and short-term goals, identifying non-compliances and implementing corrective actions.

  • Efficiently and effectively speak, read, comprehend and write English.

  • Proficient with personal computers, tablets, and/or other electronic devices to include, but not limited to, familiarity with Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide and department specific software (e.g., SAP, BCM).

  • Ability to learn new or upgraded computer software and technologies as required.

  • Ability to maintain strong, professional and effective relationships with the Engineering and Operations departments.

  • Must be available for stand-by status and emergency call-outs.

  • Must have and maintain a valid Driver’s License.

  • Possess professional communication skills while maintaining a friendly, courteous and helpful disposition with co-workers, management and customers regardless of provocation.

  • Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noise but must be able to work periodically in all weather conditions and on various terrains while making field visits.

  • Employee(s) in this position are covered under the Department of Transportation Drug and Alcohol testing provisions. This includes random testing.

Specific Responsibilities:

  • Work collaboratively with other division leaders to closely manage construction projects costs and schedules, with emphasis on water infrastructure projects.

  • Provide overall leadership for the installation and maintenance of gas and water mains, and gas services. Work with Foremen to plan, schedule and provide supervision to department crews.

  • Provide general supervision for gas and water system leak detection, repair and damage inspection.

  • Ensure all pertinent installation, repair and maintenance records are updated, processed and maintained in a timely, accurate and efficient manner.

  • Provide general supervision for the development and provision of divisional training programs.

  • Participate, as needed, in the preparation of specifications, evaluation of bids and recommendation of the purchase of vehicles and equipment for the Construction division.

  • Provide overall supervision to the Construction Division, including performance tracking, coaching, motivating direct reports, job selections and personnel matters.

  • Mentor and train the Assistant Director, Construction.

  • Assure the proper handling, management and use of a large volume of materials, supplies, tools and equipment.

  • Prepare and recommend budget requests and assure compliance with the established budget.

  • Review and recommend inventory levels of special material and its availability for emergency repairs, special projects and routine construction.

  • Determine the need for materials, equipment, tools and supplies and initiate requisitions.

  • Assure compliance with all regulations covering the installation and maintenance of pipelines and related facilities.

  • Coordinate the construction of District distribution facilities with outside agencies, designers, and contractors in a manner to facilitate completion of projects within prescribed schedules.

  • Assure pre-construction meetings are attended as needed in order to schedule and coordinate District construction work.

  • Schedule main extension and relocation work.

  • Coordinate new construction of distribution facilities with municipalities, utilities, developers, engineering firms and contractors.

  • Coordinate with and assisting the District’s Engineering Department in determining distribution system work to be contracted.

  • Maintain the capability for providing manpower, equipment, tools, parts, and materials for emergency repairs.

  • Understand and comply with all pertinent District policies and procedures.

  • Handle stresses related to effectively completing the above referenced requirements.

  • Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.

  • Perform a variety of other duties as assigned.
