AES Clean Energy is currently seeking a Team Leader for the Remote Operating Control Center (ROCC) to provide primary leadership support to the 24/7 monitoring a large renewable power portfolio in RTOs in the Eastern Interconnect, particularly, MISO and PJM.

The current AES Clean Energy portfolio is large and diverse, comprised of 6,000 MW of Wind, Solar, Battery Energy Storage System (BESS), and Solar + Battery systems. Reporting to the Sr. Manager of Operations, the goal of this position is to ensure safe operations, superior customer service, regulatory compliance, environmental compliance, high productivity & reliability, and industry leading efficiency.

The successful candidate will have a depth of experience in renewable assets, remote operation centers or control room operations, a track record of supervisory skills, and demonstrated ability to develop high performing teams.

This position will be based out of AES’ McGregor Park in Dayton, OH.

Principal Duties and Responsibilities:

  • Personnel Management:

  • Lead a team of 24x7 ROCC Operators, to successfully meet company and team goals and objectives safely, efficiently, on time and withing budget.

  • Lead the ROCC day-to-day operations and provide direction, resources, clear communications; and establish priorities across all shifts.

  • Serve as a control operator as needed to assure adequate shift coverage.

  • Ensure adequate training is provided for the ROCC staff:

  • Ensure Operators are progressing through Operator levels

  • Review/approve time and submit to payroll a minimum of every two weeks, in accordance with the pay schedule.

  • Responsible for ensuring 24/7 coverage of the operations desk. Approve, modify, or deny requests for time off by the ROCC staff.

  • Assume accountability of team performance and drive transparent metrics.

  • Coordinate for, or provide coverage, for all vacant shifts.

  • Responsible for creating, maintaining, and implementing work polices and standard operating procedures.

  • Provide follow on training for ROCC Operators and manage follow on training assignments as part of Operator side-work.

  • Hiring:

  • Recruit, hire, and train a staff of full-time and part-time ROCC operators.

  • Manage Operator turnover as required to maintain 24/7 staff coverage.

  • Telecommunications / ROCC Infrastructure:

  • Coordinate all maintenance and improvements to the physical ROCC space. Ensure all monitors, computer equipment, telecommunications equipment, and voice communications are in order.

  • Manage the ROCC server and server room. Ensure secure communications to all site networks and company systems.

  • Daily Operations:

  • Lead the ROCC day-to-day operations and provide direction, resources, clear communications; and establish priorities across all shifts.

  • Oversee management of the shift schedule.

  • Assign Operator side-work in support of operational need.

  • Audit log entries in the operations log for consistency and accuracy and phone calls for proper use of 3-way communications.

  • Ensure compliance with NERC standards for VAR, COM, EOP, PER, PRC, TOP during real-time operations.

  • Spot check attention to alarms and alarm response time to critical alarms.

  • Oversee the design, preparation, revision, and maintenance of all ROCC policies and procedures.

  • Provide support to the Operator on Shift via phone, email, or other communication method during night shifts and weekends as required.

  • Coordinate, assist, lead or participate in site testing including: MOD testing, capacity testing, D-Curve testing and any other ISO required testing

  • Responsible for creating, maintaining, and enforcing work polices and standard operating procedures.

  • Responsible for understanding and ensuring compliance with the NERC requirements PPA’s and Interconnection agreements.

  • Responsible for training ROCC team on various policies, standards, procedures and monitoring and reporting tools & systems.

  • Ensure that the team demonstrates a culture of compliance with all regulating authorities.

  • Telecommunications / ROCC Infrastructure:

  • Manage ROCC access for all company employees by creating, modifying, or revoking ROCC access as personnel join or leave the company.

  • Provide recommendations to the ROCC Manager for upgrades and improvements to ROCC equipment.

  • SCADA and Cybersecurity:

  • Assist with or troubleshoots SCADA issues including communications issues

  • Coordinate with the vendor for all updates, improvements, and customizations.

  • Ensure proper Management of Change process is being utilized for any modifications to controls, SCADA HMI’s, alarms, etc.

  • Serve as the account administrator: Create, modify, and manage SCADA access for all company users as required

  • Manage the relationship with company’s IT and OT team. Manage all upgrades, improvements, modifications, or enhancements to the ROCC network or digital infrastructure.

Desired Skills, Expertise and Competencies:

  • Minimum of [4-5] years of experience working in real time operations. This combination of experience can come from working for a utility scale generator operator, utility, market participant, distribution provider, manufacturing, or military service. There should be at least three years of experience in utility scale power production or energy management.

  • Experience working in/with multiple ISOs or RTOs.

  • Experience communicating with Balancing Authorities, Transmission Operators, Reliability Coordinators, and/or Scheduling Entities.

  • Knowledge and understanding of cybersecurity principles and policies. Experience with creating and managing credentials for secure systems.

  • Strong verbal and written communication skills. Experience with giving strategic or tactical level presentations to company leadership.

  • Experience with developing, writing or editing operational procedures.

  • Knowledge of NERC standards and relation to operations (VAR, COM, EOP, PER, PRC, TOP) and capable of developing procedures that adhere to NERC standards.

  • Experience managing a 24/7 shift rotation to ensure continuous 24/7 coverage.

  • Ability to work as part of a shift rotation as needed.

  • Advanced proficiency with Microsoft Office, especially Word, Excel, Teams, Project. Experience with using formulas, macros, and pivot tables.

  • Experience with data analysis. Capable of performing ad hoc data analysis to support real-time operations.

  • Deep understanding utility-scale PV, wind, and battery storage operations including during times of emergency conditions.

  • Familiarity with electrical substation safety protocol, equipment, and operations

  • Ability to interpret procedures, instructions, and schematic wiring/single-line diagrams

  • Understanding of NERC standards and relation to operations (VAR, COM, EOP, PER, PRC, TOP)

  • Experience leading and training team of operators to ensure safe and compliant operation of generation assets.

  • Competency in plant processes, electrical and SCADA systems

Desired Qualification

  • 5 years of experience working in control room/power plant operations, preferably for renewable energy assets. This combination of experience can come from working for a utility scale generator operator, utility, market participant, distribution provider, manufacturing, or military service.

  • 3+ years of experience working with SCADA systems. This includes, but is not limited to wind turbine OEM SCADA systems, solar SCADA systems, substation SCADA systems, and SCADA data aggregation/historian platforms.

  • 2+ years of experience in a leadership role (Supervisor, foreman, manager, etc.)

  • B.S in engineering or related discipline preferred or equivalent military (i.e. Navy Nuclear) and/or industry experience.

  • Experience managing direct reports preferred.

Additional Requirements/Details:

  • This position will typically work an 8-10 hr day shift M-F. However, start and end times do vary with control room needs and the position will require to at times provide support during off-hours and on weekends and holidays.

  • In the future, this position may shift from a M-F schedule to a rotating (including some weekends and holidays) day-time hour shift schedule and additionally, may be temporarily shifted to 24/7 rotating shift coverage depending on Control Center manning needs.

  • Willingness to provide on-call/remote support to the 24/7 Control Center
