This position supports Liberty Utilities’ corporate Regulatory Strategy Department in research, evidence preparation, and financial analysis with respect to the company’s regulatory affairs, acquisition, and rate case proceedings and special projects. In addition, the role involves the oversight of the company’s cost allocation methodology, and the writing, organization, compilation of regulatory information across the company’s jurisdictions. The candidate for this position must possess a level of expertise that allows the person to begin work independently and carry through assignment to their completion.
Cost Allocation Methodology
- Provide input into updates to the methodology and allocations, analyze the financial impact of changes in corporate structure, compile and analyze cost data, support the local teams in addressing queries, and support regulatory evidence on the topic.
- Review, complete, and input into cost/benefit and financial models on special projects.
- Complete annual filing with Federal Energy Regulatory Commission (“FERC”) for shared services companies.
- Support the drafting of evidence in regulatory proceedings and the regulatory administrative process (e.g., through SharePoint).
- Prepare monthly regulatory reports on Liberty Utilities’ proceedings, maintain statistical information on utility rate case filing and outcomes, and maintain rate case schedule. This involves liaising closely with regulatory leads throughout the organization.
Regulatory Industry Research/Impact:
Conduct research on regulatory topics/emerging regulation to provide input into strategy development in rate case/regulatory filings.
Monitor up-to-date information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities.
Update key management on regulatory changes, developments and implications of new requirements on functional areas.
Building financial analysis on cost allocation.
Researching and summarizing information on regulatory environments
Other Preferred Knowledge:
Understanding of accounting
Understanding of Deferred Income Taxes
Understanding of utility regulation and basic rate making principles.
Understanding of the FERC Uniform System of Accounts
Education & Experience
Bachelor’s degree or college equivalent in Finance, Accounting or Engineering
5 to 10 years’ experience
Experience in utilities is seen as an asset
