Department Overview

The Energy Policy Analysis & Design team develops PG&E’s policy positions on issues that impact PG&E’s electric portfolio and advocates for those positions at the CPUC and other regulatory agencies. We also develop positions on legislation that would impact PG&E and work with PG&E’s state government team to advocate for those positions. The team works on a wide range of issues including the changing nature of the grid (behind the meter solar and storage, distributed energy resources), retail competition (Community Choice Aggregation, Direct Access), and market and procurement policy (Resource Adequacy, Renewable Portfolio Standards). This position is for the Distributed Energy Resource Policy and Valuation team.

Position Summary

The Distributed Energy Resource Policy and Valuation team (DERPV) is involved in a wide range of issues related to exciting changes in the California energy landscape and manages and/or provides subject matter expertise to PG&E’s strategy and policy development on a variety of issues related to behind-the-meter generation and distributed energy resources (DERs), including DER and customer program valuation, export compensation, Net Energy Metering, grid reliability and resiliency, cost effectiveness and avoided cost calculation, integrated resource planning, and PG&E’s supply and load strategy.

This position is hybrid, working from your remote office and Oakland, CA work location based on business needs.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors.​ This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

A reasonable salary range is:​

Bay Area Minimum: $118,000.00

Bay Area Maximum: $188,000.00

Job Responsibilities

  • Develops and utilizes new analytic tools including complex econometric modeling, forecasting, data analysis and evaluation to support strategic planning and decision making.

  • Prepares analytic support for regulatory filings and presents complex analysis to leadership or external parties.

  • Organizes and presents expert testimony in various external proceedings.

  • Works independently with guidance on only the most complex issues.

  • Leverages contacts within and beyond Company to pressure-test and refine solutions.

  • Integrates industry knowledge into everyday business practices and decision making.

  • Researches and communicates emerging regulatory and policy issues.

  • Examines alternate solutions to issues, effectively troubleshoots various problems, analyses, and provides findings and recommendations on various energy market topics and policy recommendations for internal clients and external stakeholders.

  • Prepares and may lead preparation of testimony on complex analyses and policy issues.

  • Participates in and occasionally manages cross functional teams to deliver high quality products over tight timelines.

  • Engages in relevant CPUC, CEC, and CAISO stakeholder processes including coalition building, creating presentations, and presenting at stakeholder meetings.

  • Coaches and mentors less experienced employees.

  • At all times, be a positive force for the team and bring teammates along to achieve accomplishments together.

  • Continually applies and guides others to apply understanding of company goals and strategies to everyday work and tasks.

Qualifications

Minimum:

  • Bachelor’s degree in Economics, Statistics, Mathematics, Business, Finance, Sociology, Engineering, Physics or other related fields or equivalent work experience

  • 6 years of job-related experience

Desired:

  • Advanced degree in Economics, Statistics, Mathematics, Business, Finance, Sociology, Engineering, Physics, Data Science, Public Policy, or a related field preferred

  • Experience in and/or knowledge of some of the following topics related to the energy market: energy policy, electric utility operations and planning, wholesale and retail energy market design, utility ratemaking/cost recovery and other regulatory matters (including Net Energy Metering), cost effectiveness, building/vehicle electrification, energy efficiency, demand response, behind-the-meter energy storage and renewable generation, electric rates, customer program design and analysis, portfolio management, and direct wholesale energy market participation are strongly preferred, if not required

  • Experience successfully working independently and with cross-functional teams

  • Experience working in regulatory environments with various regulatory and public agencies.

  • Strong written and verbal communication ability and experience clearly writing and communicating complex arguments

  • Ability to draft written comments in regulatory proceedings, be a key presenter at public workshops and sponsor expert witness testimony

  • Experience working with leadership on strategic planning and decision making for department and/or line of business

  • Experience organizing and conducting complex projects

  • Ability to navigate and synthesize large amounts of data and experience with quantitative analysis

  • Proven ability to develop creative solutions to complex problems

  • Adaptable to changing priorities

  • Advanced skill in Microsoft Word, PowerPoint, and Excel, including use of pivot tables

  • Database experience and data visualization tool experience, such as Tableau

  • Demonstrated Skills: Team player, effective project manager, data analysis and modeling, decisiveness, creating impact, business understanding, good organizational and communication skills, and the ability to flourish in a highly fluid environment with multiple high priority tasks
