Description

The Contract & Proposal Specialist (CPS) is a key member of the MICHELS Canada Operations team. The CPS performs subcontract formation and document administration for Pipeline, HDD, Direct Pipe, Infrastructure and Professional services. The CPS plays an integral role in the bid response and proposal process through effective coordination of all bid/proposal activities. The CPS follows a disciplined approach, ensuring high-quality deliverables.

ESSENTIAL DUTIES & RESPONSIBILITIES TIES AND RESPONSIBILITIES:

  • Responsible for ongoing development of subcontracts, changes, and amendments ensuring compliance with contract terms

  • Performs subcontract administrative duties including maintaining subcontract tracking logs, processing of completion certificates, change orders and subcontract close out

  • Participates in the development and preparation of proposals, expressions of interest, pre-qualifications, clarifications and other proposal documentation for various Owner opportunities

  • Liaise effectively with the proposal team to develop proposal content. Identify value-add content while leveraging content from previous submissions

  • Coordinates the proposal process, proposal resources and timelines ensuring deadlines are met

  • Assists in development and implementation ofproposalstandards and templates, making these and other value-add resources available to team members. Updates the standard bid documents library

  • Reviews and logs commercial exceptions, identifying alternate wording or strategies for benefit of the company

  • Facilitates the RFP process for subcontracted services, including bid lists, RFP preparation, filing, logging of addenda and clarifications

  • Undertakes assigned business improvement projects relating to the proposal preparation and contract functions SKILLS:

REQUIRED SKILLS

  • Knowledge and experience in subcontract/contract formation is required

  • Intermediate to advanced understanding of the Proposal/RFP process (implementation through closeout)

  • Understanding of commercial terms, pricing structures, and contract general conditions

  • Intermediate to advanced level computer skills: Proficiency in MS Office including MS Word, MS Excel, and MS Visio

  • Intermediate understanding of key owner RFP/contracts

  • Intermediate understanding of Union Agreements

  • Business writing skill (intermediate level)

DESIRED QUALIFICATIONS:

  • Supply Chain education and/or completion of related courses or programs or combination of education and experience
