Job Summary

This is a multi-level position (GL 28, 29) with level placement dependent upon the skills and experience of the successful candidate.

Provide financial and analytical support to implement strategies to maximize the Basic Gas Supply service (BGSS) natural gas portfolio value in both the near and long term by increasing the profitability of both commodity sales and off system sales of gas and pipeline capacity. Prepare, develop and provide updates to the annual Business Plan for ERT Gas Operations, and report on results and variances to plan on a weekly basis. Develop criteria and methodology for analyzing and mitigating the gas portfolio risk and to develop and implement long term hedging strategies. Work closely with PSE&G to better utilize information they provide such as gas send out trends, customer migration and tariff changes to facilitate economic decision making in the development of peak day and annual forecasts. Act as lead on all data issues with PSE&G and Accounting Services Department (ASD), with all BGSS audits, and with the development and maintenance of Procedures and Controls related to the BGSS business.

Job Responsibilities

• Provide financial and analytical reports to determine and implement strategies to maximize the BGSS natural gas portfolio value by increasing the profitably of both commodity sales and off system sales of gas and pipeline capacity. Work closely with gas traders to optimize decision making regarding commodity and off system sales decisions while meeting requirements for peak day, storages and gas for electric generation.

• Prepare , develop and provide updates to the annual Business Plan for ERT Gas Operations, and report on results and variances on a weekly basis. Analyze, develop and communicate all assumptions underlying the Business Plan, conduct scenario analysis to test for the scope of possible outcomes. Work closely with PSE&G to aligne assumptions and forecasts with their business criteria to ensure consistent views and outcomes across the lines of business.

• Develop criteria and methodology for analyzing and mitigating the gas portfolio risk and developing and implementing long term hedging strategies. Work with gas traders to optimize storage withdrawal versus purchase decisions to minimize commodity risk and maximize revenues. Work with PSE&G to implement the residential hedging program, ensure that the program meets the requirements of the NJBPU.

• Work closely with PSE&G to utilize information that they provide such as gas sendout trends, customer migration data, Third Party Supplier activity and tariff changes to facilitate economic decision making in the development of peak day and annual forecasts. Prepare the annual peak day gas supply forecast that is filed with the NJBPU. Develop the basis for the annual BGSS filing with the NJBPU.

• Leads the audit review of the ERT Gas Operations business. Collaborates with the department and auditors to research data, explain Processes and Procedures and analyze transactions. Prepare responses to audit requests and coordinate the efforts of others within the BGSS group to ensure satisfactory compliance with all audit requirements.

• Develops, updates and maintains numerous Processes and Procedures that govern the activities of the BGSS group. Recommend and lead the implementation of enhancements, where appropriate, and coordinates periodic reviews with the Compliance group and the Gas Operations department.

• Back up to the manager of the department in key projects and meetings.

Job Specific Qualifications

Basic Qualifications for GL 28:

  • 5 years of experience in energy markets or utility regulatory/rates/operations.

  • Bachelor’s Degree in Economics, Engineering, Finance, Math, Business Administration or similar discipline OR In lieu of the degree 10+ year’s of experience.

Basic Qualifications for GL 29 :

  • 8 years’ experience in energy markets or utility regulatory/rates/operations

  • Bachelor’s Degree in Economics, Engineering, Finance, Math, Business Administration or similar discipline.

Basic Competencies for both levels:

  • Understanding of risk management concepts and the ability to apply them to a complex portfolio of natural gas positions.

  • Working knowledge of ERT's natural gas portfolio including gas transportation and storage contracts and rates.

  • Understands depth of natural gas markets, both regional and national as well as FERC rules and how they impact the utilization of ERT's gas assets.

  • Strong analytical and problem solving skills and the ability to develop and manage large amounts of data and spreadsheets.

  • Proven ability to communicate complex work product and analyses to key stakeholders of all levels in the organization and explain methodologies employed in deriving results.

  • Demonstrated ability to work effectively with associates from various parts of the Company including ASD, PSE&G, IA, and GSOC.

  • Knowledge of PSE&G's natural gas tariff, customer billing system, rate structures and forecasting methods which impact ERT operations.

Desired qualifications:

  • Experience in financial analysis and/or risk management.

  • Experience in natural gas operations.

  • Knowledge of natural gas markets and pipelines serving PSE&G.

  • Master's Degree; prefer a concentration in business, economics, math or financial area.
