The System Specialist is responsible for reviewing internal and external standards and procedures, developing guidelines, policies and procedures, monitoring compliance with all policies and procedures as related to the overall physical and electronic security of essential computer systems and work in support of the operations managers to ensure compliance to all NERC standards that are applicable to the operation of the Con Edison bulk electric system.

Lead in design, development and implementation of computer applications to provide better utilization of Department resources and more efficient operation of our compliance program.
Seek and accept responsibility to evaluate current practices, implement changes for improvement and work in leadership role with other Department teammates in order to manage compliance.
Promote best practices and use of cybersecurity tools and follow procedures and guidelines to ensure complete compliance with the regulatory requirements, including NERC CIP and FERC Standards of Conduct requirements.
Lead by example in enforcing the Department's change management process related to changes in accordance with regulatory and departmental procedures, guidelines and processes to ensure their compliance to applicable standards. Ensure the timing of the changes does not jeopardize the availability and reliability of the systems.
Perform the role of Subject Matter Expert (SME) in regard to having complete understanding all cyber security regulatory standards requirements and measures and ensuring compliance with them are addressed in System Operation procedures, practices and/or tools.
Take a lead role in developing and maintaining compliance tracking criteria and records for all applicable standards.
Take a lead role in reviewing, commenting and preparing for proposed or revised applicable regulatory standards, evaluating the impact and efforts necessary to comply with each standard, working to develop protocols and procedural revision to comply with the revisions and preparing related documentations needed for compliance.
Ensure the timely, accurate and well documented submittal of data to regulatory agencies, as required to address compliance requirements and reviews.
Configure and maintain tools and systems used to access and monitor physical and electronic security perimeters and critical assets.
Assist in the development of compliance violation Mitigation Plans. Monitor and report on the status of Mitigation Plans implementation.
Conduct evaluations of employee and contractor adherence to policies and ensure compliance with applicable standards.
Develop and maintain training awareness materials for employees and contractors in accordance with regulatory and departmental requirements.
Take a lead role in coordinating and preparing for on-site and off-site, internal and external audits, ensuring the timely preparation and submittal of necessary documentation.
Participate in industry activities (meetings, forums, workshops, Webinars, etc.) related to applicable standards.
Provide backup in carrying out the responsibilities of the Facility Security Officer (FSO).
Perform other related tasks and assignments as required.
Bachelor's Degree in Engineering, Computer Science or related field and at least 6 years relevant experience. or
Master's Degree in Engineering, Computer Science or related field and at least 4 years relevant experience.
Relevant Work Experience
Experience in writing procedures required. Required
Must possess strong interpersonal and communication skills (written and verbal) and the ability to interact with personnel on all levels. Required
Strong computer proficiency including experience with Microsoft Word, Excel and PowerPoint. Required
Education focus on cybersecurity is preferred. Preferred
Regulatory field experience or regulatory related auditing experience is preferred. Preferred
Fundamental knowledge and understanding of power transmission, distribution, and generation principles. Preferred
Understanding of energy utility industry is preferred. Preferred
Demonstrated leadership abilities. Preferred
Must have good knowledge of North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection Standards. Preferred
Licenses & Certifications
- Driver's License Required
Other Physical Demands
Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
Must be able and willing to travel within Company service territory, as needed.
Must be able to work with minimal supervision.
