Provide leadership and supervision for the strategic, technical, and administrative functions of the Air Programs Support staff which provides for development and implementation of projects involving air modeling, monitoring, meteorology and emissions calculations activities performed in support of TVA operations, transmission, and administrative organizations and facilities, and other external customers and partners. Supports TVA’s and Environment’s goals associated with air quality compliance within the Valley and region. Includes (1) providing for business planning and monitoring, (2) development and implementation of team and individual goals and objectives, (3) providing for development and management of monitoring & analysis processes, and (4) ensuring all activities and operations comply with TVA/federal environmental regulations and policies.


Supervisory Responsibility — 14 Staff

Budget Responsibility — $2 million


  1. Provide overall leadership, direction, planning, coordination, and technical supervisory functions to support development and implementation of air quality projects and analyses to ensure environmental compliance with TVA/federal regulations and policy.

  2. Ensures that policies and procedures are developed and administered in a manner that supports and enhances organizational objectives and TVA’s strategic directives and meets customer needs.

  3. Accountable for planning and organizing air-quality-related projects and activities for TVA and external customers. Develops budgets and controls costs of these activities and ensures that all programs are administered consistent with TVA strategic directives.

  4. Ensures effective and efficient administration and continuous improvement of current activities as well as planning for and development of new programs to meet the long-range needs and strategic directives of TVA.

  5. Ensures that project activities are properly coordinated, internally and externally, and that they are sufficiently integrated with related TVA and federal programs to efficiently and cost-effectively accomplish customer requirements and organizational objectives.

  6. Responsible for resolving problems, reviewing, and improving processes, identifying customer needs and requirements, and taking appropriate steps to ensure that process improvement is a prime consideration in all activities.

  7. Provides positive leadership and ensures communication mechanisms and other management practices to support an environment where coaching, innovation, cooperation, employee morale, diversity and creativity can flourish and where employees are given an opportunity and encouraged to develop to their full potential.

  8. Ensures that the workplace is safe and healthy and that work practices are safe and free of hazardous situations.


  • Education — B.S. degree in one of the engineering, scientific, business management, or equivalent experience.

  • Experience — At least 10 years experience leading and/or performing air regulatory permitting processes, air pollution emission abatement technology practices, air modeling, monitoring, and pollution impact assessment activities. Several years of experience in project management and experience in cooperative projects with others.

  • Certification/License, etc — None

  • Knowledge/Skills/Abilities — Comprehensive knowledge of air emissions from utility sources. Thorough knowledge of EC&O programs, policies and procedures. Extensive knowledge of air quality issues and regulations related to utility permitting and operations. Familiarity with needs of outside customers, and environmental requirements of TVA. Demonstrated leadership competencies such as creativity, sensitivity, coaching/team building, leadership, etc. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
