Department Summary:

The IT Transformation, Engineering and Operations Support (TEOS) Portfolio team is responsible for the requirement definition, design, implementation, and unit testing of IT solutions. The team is responsible for documenting high level business requirements and translating them into detailed functional and non-functional specifications. The IT TEOS team assists the business organization in determining which requirements can be automated and how they are integrated with other business and technical processes. The IT TEOS team specifies and documents requirements, ensuring testability and traceability back to source while partnering with quality assurance in defining acceptance tests. The team is responsible for the detailed design and implementation of the IT solutions to meet the business requirements. The CE business partners that this IT team serves, and supports are Supply Chain, Safety, Business Services, Real Estate, Fleet, and Facilities. This position may require onsite presence from time to time.

Job Description/Responsibilities:

The IT Technical Analyst works with business partners and IT staff to identify business opportunities for application development solutions and new applications. The IT Technical Analyst may work on resolutions to problems reported on current technology and applications. The IT Technical Analyst may participate in specification reviews for system enhancements delivered by suppliers or during the idea and project inception phase.

The IT Technical Analyst is responsible for developing detailed design documents, collecting and prioritizing business requirements, leading process identification, creating test cases, and confirming deliverables. This role may also provide input and support planning and prioritization for business and/or IT process related activities. The role additionally may identify processes for improvement, document existing processes, identify and analyze gaps between current processes and the desired state, design new processes, and develop process performance measures. The role teams with the business partners, Business Technology Partners, and Solution Architects to document proposals and create RFx documents.

Key Responsibilities include:

  • Ability to effectively communicate with business partners, project team, technology partner, and vendors as necessary throughout the delivery lifecycle

  • Work with business technology partners, business partners, and vendors to define business requirements for business case development, process improvement, solution development and defect resolution

  • Maintain a detailed working knowledge of the TEOS portfolio’s systems, organization, and business processes, specifically Supply Chain, Safety, Business Services, Real Estate, Fleet, and Facilities business functions

  • Provide Break/Fix Support, which requires analysis, configuration, developing test scenario scripts, performing test execution and production implementation for all business functions

  • Create and maintain thorough and easy to follow job aids, business process procedures and configuration documentation

  • Facilitate process design sessions, document session outcomes, model solution processes based on findings through user stories, workflow diagrams, and data models (as needed)

  • Perform design, documentation, and implementation of complex, cost effective solutions; provide input to alternative solutions

  • Identify technical options and define detailed specifications of technology solutions

  • Support the Testing Center of Excellence in requirement interpretation, test case development, data mining, specification interpretation and test case definition, ensuring test cases align to approved requirements

  • Ensure that information security policies, principles, and practices are an integral element of the system design

  • Enlist appropriate experts to ensure solutions are fully compliant with architecture process and standards

  • Provide systems expertise to system users, business partners, and other internal/external customers including trouble shooting issues, as well as, identifying and correcting inefficiencies

  • Build relationships with IT strategic suppliers to gain an understanding of cross-functional processes and required interactions between the suppliers and IT

  • Strengthen technical knowledge in new and existing technologies

  • Proactively identify and mitigate risks and delays to the project

  • Work with the Project Manager, project team, and the business partner to ensure effective communication for solutions development, project requirements, project status, and provide timely escalation of issues to ensure project objectives are met

  • Anticipate obstacles and develop plans to resolve

    Required Qualifications:

  • Bachelor’s degree in Computer Science, Business, Management of Information System or similar is preferred, but equivalent experience will not be overlooked

  • 5+ years of recent, full-time, hands-on experience in an enterprise size IT environment

  • Knowledge of IT principles, methods, and practice; experienced in IT systems development process and procedures

  • Deep experience as an analyst exhibiting strong problem-solving skills, communicating in a clear and succinct manner and effectively evaluating information/data to make decisions

  • Hands-on experience with business requirements gathering/analysis

  • Possesses knowledge and experience leveraging both IT solutions and business process improvements

  • Strong negotiation, influencing and consulting skills

  • Demonstrated customer focus – evaluates decisions through the eyes of the customer; builds strong customer relationships and creates processes with customer viewpoint

  • Knowledge of all phases of the Software Development Life Cycle (SDLC)

  • Understanding for Agile Scrum methodology

  • Knowledge of quality assurance principles, processes and testing requirements

  • Experience in the SAP Supply Chain Management module

  • Experience in the SAP Travel & Expense module

  • Experience in the SAP Facilities and Space Management module

    Preferred Qualifications:

  • Masters or other advanced degree, ideally in an IT or Business area

  • Energy industry background that includes a working knowledge of effectively mapping technology to business challenges

  • Experience in the SAP application

    Nature of Work

    Duties can include network management, software development and database administration. May also provide technical support to a business or an organization's employees and train non-technical workers on the business' information systems. Works with external partners, including consultants, agencies and vendors, to arrive at the most appropriate system or integration of multiple systems. With information technology constantly changing, must stay up-to-date on emerging technologies and the potential effectiveness of these advancements in their current system.

    Essential Functions

    Works closely with department managers and users to define and analyze business and operational problems, process improvement opportunities and requirements; analyzes operational and business mandates and legal requirements; identifies and analyzes complex, ambiguous and/or conflicting business process issues; advises department managers on applications development, enhancement and maintenance issues; explains technology and process options and assists managers in analysis and decision making; analyzes management information needs and recommends data and reporting processes; coordinates the development of department priorities and works within IT to align initiatives to these priorities; facilitates user meetings and joint development sessions. Develops and refines business models and relationship diagrams; evaluates methods of improving efficiency and cost effectiveness of business, technical and operational processes; works with users to reengineer work processes; analyzes functional business requirements and translates user expectations into detailed business requirements, specifications and success criteria; works with Information Systems to develop conceptual proposals for business process automation initiatives; recommends work process and/or operational changes to complement system functionalities; serves as an advocate for department needs with IT; stays abreast of developments in departmental processes to anticipate emerging technology needs. Participates in the development of statements of work for RFPs/RFIs; participates in evaluating vendor applications and solutions; coordinates department review of vendor deliverables for accuracy and completeness, ensuring that department needs and requirements have been met. Develops significant application/hardware solutions to problems and addresses change request issues that require assignment of resources. Analyzes and troubleshoots complex and sometimes urgent applications problems and errors; takes action or communicates solutions to problems; answers technical questions and provides guidance to users on system functionalities and methods for correcting problems. Develops training materials and handouts; conducts user applications training classes and one-on-one training sessions; develops and maintains user and system documentation. Designs and generates custom reports to meet user needs; uses reporting tools to extract user-required data. Plans and coordinates the deployment of new technologies for client solutions; coordinates user acceptance testing and the resolution of problems identified. Regular attendance is expected.
