Summary

The Operations Engineer provides technical support for the Operations Department in the management and coordination of the Project’s electric power operations, both generation and transmission to effect the most efficient, reliable and overall smoothest operation possible with the least number of interruptions, breakdowns or problems.

The Operations Engineer is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies CP 10-4 and CP 2-9.

The Operations Engineer is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards. The Operations Engineer is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Power Supply Business Unit procedure PS-TC-01-005-R00 Compliance Responsibility (or its subsequent revisions).

Responsibilities

  • Provide operating procedures and informational bulletins, line orders and instructions for all operations to ensure safe, reliable, secure and efficient operation of the power plant and regional transmission system

  • Assist the Operations Superintendent with the optimization of Unit Commitment to improve efficiency while minimizing Unit start/stops and facilitating the transfer and execution of Unit Commitment management to the site.

  • Responsible for analyzing power system, metering and communications problems and interruptions, and directing staff to investigate and repair problems.

  • Prepare operations reports to include the daily and monthly reports.

  • Assist the Operations Superintendent in the tasks of establishing departmental priorities, allocating resources and assigning the work. Ensure personnel are versed in safety and coordinate with other NYPA personnel to provide a safe work environment. Develop job safety analyses and work with applicable personnel for input.

  • Assist the Operations Superintendent as he administers and oversees both the Operations Department safety program and the project-wide lockout/tag-out procedures.

  • Assist computer engineer with classification of all Control Room alarms and determine response for new alarm system (DACS).

  • Provide operating instructions and procedures for new, complex equipment being installed at the project.

  • Provide leadership and influence based on the power system and operations staffing when other departments supervisors are scheduling maintenance, to ensure market readiness, water management, and unit availability

Knowledge, Skills and Abilities

  • Effective communication skills to verbally express ideas to individuals or groups in both public and private settings, to write technical reports and correspond with colleagues and customers on technical subjects.

  • Ability to solve power system problems by verifying and analyzing data, and then developing a course of action based on the logical deductions from the data; additionally, possess the problem-solving and listening skills required when dealing with personnel problems.

  • Ability to take the initiative and independently recognize and solve problems in the operations department as they arise.

  • Thorough knowledge or ability to master all of Microsoft Office products as well as other NYPA software packages including Maximo, SAP, Intele-Track (Electronic rounds software), EtaPro ( performance software), Pi Historian software, etc.

Education, Experience and Certifications

  • Bachelor of Science in Electrical Engineering,

  • Basic understanding of power system theory preferred.

Physical Requirements

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $60,090 - $90,130. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
