Supervising Manager, Transmission Permitting

Summary:
This position provides supervision, leadership, guidance and support to all transmission permitting and support staff through excellence in communication and working closely with the department manager to set goals; while ensuring coordination with the supervising manager, land rights.
This position is also responsible for transmission project permitting, while ensuring Great River Energy’s (GRE) reputation and commitment to the environment is maintained in accordance with applicable local, state, and federal recommendations/requirements.
Total Rewards:
A typical starting range for this position is $131,000 - $187,000 + annually. Responsibilities: Job responsibilities include, but are not limited to:
· Supervise, coach, provide work direction, guidance and training as the subject matter expert to transmission permitting and support staff to maximize productivity, consistency, teamwork and employee engagement.
· Provide work direction and project assignments to transmission permitting and support staff and contractors. Ensure allocation of permitting resources provide sufficient project coverage.
· Provide input and/or recommend GRE permitting processes, procedures, and methods to maintain work group consistency. Collaborate with the department manager on implementation of changes.
· Participate in meetings regarding improvements and changes to the Environmental Management System (EMS) including the annual audit.
· Responsible and accountable for transmission projects requiring regulatory oversight and environmental review.
· For large-scale transmission projects (typically 100 kV and above), lead routing and siting efforts, prepare and submit route permit applications, Certificate of Need applications, local permits and other government agency regulatory permits.
· For small-scale transmission projects (below 100 kV), provide guidance in routing and siting efforts, and oversee development of Conditional Use Permit activities and other governmental agency permits.
· Work with department manager to set division permitting strategy.
· Participate on applicable rule making committees.
Qualifications:
· A bachelor’s degree in one of the natural, biological, environmental sciences, and/or land use planning and resource management is required.
· A minimum of 6+ years of experience in transmission route permitting, site permitting, and environmental permitting.
· Experience working with governmental agencies and other permitting authorities is required.
· Must have a minimum of 2 years of supervisory or leadership experience (formal or informal).
· Must have a minimum of 2 years of managing large transmission projects.
· Must maintain a valid MN Driver’s License.
· Expertise in environmental and regulatory requirements relative to transmission and substation siting and permitting.
· Knowledge of transmission design and construction procedures as well as ability to interpret engineering drawings.
· Knowledge and basic understanding of EMF issues.
· Skill in training and guiding other employees.
· Skill in preparing and submitting regulatory permits for large transmission projects.
· Skill in effectively interfacing and negotiating with internal and external individuals and groups through both oral and written communications.
· Skill in conflict resolution including the ability to address difference of opinions or facts and use of the most appropriate method to reach an effective solution.
· Skill in developing and delivering effective presentations.
